Objectives

The primary objective of this tender is to refurbish the Griekwastad Wastewater Treatment Works by equipping, installing, commissioning, and maintaining the infrastructure during the Defects Notification Period. The project aims to enhance sewage management infrastructure, ensure environmental compliance, and improve operational efficiency.

Scope

The scope of work includes:

• Construction and refurbishment of inlet works, including screening and flow measurement.
• Rehabilitation of oxidation ponds and installation of new lining membranes.
• Upgrading of internal access roads and stormwater drainage systems.
• Construction and refurbishment of operational buildings such as control rooms, guardhouses, staff facilities, and storage units.
• Installation of perimeter fencing and site lighting.
• Provision of potable water supply for operational use.
• Implementation of environmental compliance measures, including sludge and effluent management.
• Staff training, preparation of as-built documentation, and development of operation and maintenance manuals.
• One-year maintenance and performance guarantee for all refurbished infrastructure.

Additionally, successful contractors must subcontract 30% of the work to local contractors, with at least 1% of the budget allocated to local labor.

Technical Requirements

The technical requirements encompass:

• Equipping, installation, and commissioning of sewage management infrastructure.
• Rehabilitation of oxidation ponds with new lining membranes.
• Upgrading internal access roads and stormwater drainage.
• Construction and refurbishment of operational buildings and site infrastructure.
• Provision of environmental compliance measures, including sludge and effluent management.
• Staff training and development of operational documentation.
• Guarantee of performance and maintenance for one year post-completion.

Skills Requirements

Applicants must demonstrate:

• Registration with the CIDB with a contractor grading of 6CE or higher.
• Relevant experience and qualification in sewage treatment infrastructure refurbishment projects.
• Capability to undertake construction, rehabilitation, and environmental compliance works.
• Ability to subcontract work to local contractors and meet local labor requirements.
• Provision of a qualified team capable of staff training, documentation, and ongoing maintenance.
• Compliance with all legal, safety, and environmental standards applicable to the project.
