Objectives

The primary objective of this tender is to procure skilled resources to support the construction and commissioning activities at Eskom's Kusile Power Station Project. The selected service provider will assist Eskom in managing remaining construction and commissioning tasks, ensuring compliance with specifications, designs, and control philosophies. The resources will operate under Eskom’s management, forming part of an integrated team to facilitate successful project completion.

Scope

The scope encompasses the provision of construction and commissioning management services, including specific roles such as Master Installation Electrician, Responsible Person, Junior Supervisor, Senior Skills, Construction Supervisors, and Lifting Machinery Inspector. The scope also covers the evaluation process for tender submissions, including technical criteria, resource planning, personnel experience, and lead times, applicable specifically to the Kusile Power Station Project.

Technical Requirements

The technical evaluation criteria include:

• Mandatory Evaluation: Submission of service information for all resources, demonstrating compliance with specified requirements.
• Qualitative Evaluation: Weighted criteria focusing on:
  • Resource Plan (50%) – including key personnel qualifications, scope delivery capability, and proposal response.
  • Previous Relevant Personnel Assignments (40%) – experience and relevance of personnel on similar projects.
  • Lead Time (10%) – the time required to mobilize resources for the task.

The minimum threshold score for technical acceptability is 75%. The evaluation process also emphasizes the importance of providing detailed CVs, proof of qualifications, and references for all proposed personnel.

Skills Requirements

The tender specifies the need for qualified personnel with the following skills and qualifications:

• Curriculum Vitae (CV) and proof of qualifications for all service resources.
• Key personnel must hold relevant certifications such as N4-N5 Certificates or Diplomas.
• Experience in similar roles and projects, with references demonstrating relevant assignment history.
• Ability to deliver the scope of work within specified lead times.
