Objectives

The primary objective of this tender is to engage development partners to collaborate with the Department of Agriculture (DoA) in implementing the Import Substitute Project. The focus is on developing the poultry and oilseed (soybean and sunflower) value chains to promote local production, reduce imports, and build sustainable, inclusive grain and poultry industries in the Eastern Cape. The project aims to strengthen the poultry value chain, enhance oilseed production, develop agro-processing capabilities, and contribute to increased grain output in South Africa.

Scope

• Implement the second year of soybean and sunflower production in identified areas suitable for these crops during the 2025/26 season.
• Work with smallholder and clustered communal farmers to transition them towards fully sustainable commercial production.
• Indicate ownership or rental of soybean and sunflower harvesting machinery, with potential channeling of proceeds to poultry projects.
• Provide detailed proposals including beneficiary/project/farmer details per corridor, hectares to be planted, and coordination with local municipalities.
• Specify costs, contributions (partner and DoA), and target yields per hectare for soybean and sunflower.
• Develop a comprehensive project implementation plan covering soil sampling, planting, spraying, harvesting, farmer capacitation, marketing, and monitoring.
• Indicate ownership/rental of machinery, including type, size, and harvesting efficiency.
• Potentially engage more than one partner depending on geographical areas and existing partnerships.

Technical Requirements

1. Proposal Content: Clear project implementation plan, beneficiary details, hectares targeted, machinery ownership/rental details, and methodology for achieving hectares.
2. Costing and Contributions: Detailed costs per hectare, partner contributions (including mechanization and inputs), and DoA contributions (limited to R6,000 per hectare VAT inclusive).
3. Machinery Ownership: Indicate ownership or rental of soybean and sunflower harvesting machinery, including type, size, and efficiency.
4. Methodology: Outline approach covering operational areas, financial support, job creation, soil preparation, planting, farmer training, harvesting, marketing, and project monitoring.
5. Compliance: Submission of all compulsory documents, including project implementation plans, beneficiary details, and machinery ownership evidence.
6. Evaluation Criteria: Bids will be assessed on administrative compliance, functionality (minimum 65 points), price (80 points), and specific goals (20 points), with preference points allocated for enterprise ownership, location, and experience.
7. Additional Conditions: Bidders must demonstrate previous successful projects, provide references, and adhere to the specified timelines and submission procedures.
