Objectives

The primary objective of this tender is to procure cleaning services for the Springbok Magistrate Court over a period of 36 months, covering an area of approximately 751m². The service aims to ensure the cleanliness, hygiene, and maintenance of the court facilities, including offices, courts, cells, and surrounding areas, in accordance with specified standards and specifications.

Scope

The scope of work includes:

• Provision of daily cleaning services (Monday to Friday) including disinfecting floors, doorknobs, surfaces, toilets, and other high-touch areas.
• Regular cleaning of windows, walls, carpets, and external pavements as per scheduled intervals (weekly, monthly, quarterly, semi-annual).
• Provision and maintenance of cleaning materials, equipment, and consumables such as disinfectants, toilet paper, hand soap, and waste disposal.
• Supply, installation, servicing, and maintenance of hygiene equipment (e.g., touch-free dispensers, auto-flush urinal systems, waste bins).
• Adherence to safety, health, and environmental standards during service delivery.
• Provision of qualified supervisory staff and compliance with employment and safety regulations.

Technical Requirements

The technical requirements include:

• Supply, installation, and maintenance of specified hygiene and cleaning equipment for 36 months.
• Provision of all necessary cleaning materials, tools, and equipment in accordance with the specifications listed in the Bill of Quantities.
• Implementation of a Service Level Agreement (SLA) with response times of 72 hours, monthly maintenance, and repair/replacement within 2-5 hours.
• Compliance with health and safety standards, including PPE, signage, and safe handling of chemicals.
• Regular site inspections, monthly reports, and adherence to the cleaning schedule.
• Provision of qualified supervisory personnel with specified experience and qualifications.

Skills Requirements

The tenderer must demonstrate:

• Experience in providing cleaning and hygiene services, with proof of completed projects valued at R200,000 or above within the last 10 years.
• Financial capability evidenced by a valid bank rating (A, B, C, D, or E-H).
• Qualified supervisory staff with at least 3 years of relevant experience in cleaning services, supported by CVs and certified IDs.
• Knowledge of health and safety regulations, including handling of chemicals and use of PPE.
• Ability to supply, install, and maintain hygiene equipment and cleaning materials as per specifications.
• Capacity to respond promptly to service requests and conduct regular site inspections.

The successful bidder must provide comprehensive cleaning and hygiene services, including equipment supply and maintenance, staff supervision, and compliance with technical, safety, and employment standards, over a 36-month period at the Springbok Magistrate Court.
