Objectives

The primary objective of this tender is to procure the Cut, Make and Trim of gorget patches and the supply of hand embroidered items for the South African Air Force. The project aims to ensure high-quality embroidered insignia and patches that meet specified standards, standards compliance, and aesthetic requirements, supporting the uniform and ceremonial needs of the SAAF.

Scope

The scope of the tender includes:

• Manufacture of gorget patches for various ranks (Generals, Colonels, Chaplains, etc.), including miniature versions for ceremonial dress.
• Supply of hand embroidered items such as badges, patches, and cap badges for different ranks and roles.
• Provision of embroidered onlays for women's hats, including specific color and fabric standards.
• Supply of cap badges and embroidered insignia for general officers, chief warrant officers, and other ranks.
• Provision of materials, including fabrics, gold wire, embroidery threads, buttons, and other component materials.
• Adherence to detailed technical specifications, standards, and quality control processes.

Technical Requirements

The technical requirements encompass:

• Compliance with South African National Standards (SANS) and specific specifications (e.g., SALM 238, SALM 441, SALM 581).
• Use of specified materials such as woollen melton fabric, calico backing, gold wire (tubular, tarnish treated), and embroidery threads.
• Manufacture of embroidered patches with precise dimensions, shapes, and design features as per detailed drawings and illustrations.
• Application of specific embroidery techniques, including hand embroidery with gold wire and cotton threads.
• Proper packing, marking, and labelling of all items, including individual and bulk packaging with relevant identification details.
• Inspection, testing, and quality assurance processes, including pre-production samples, in-process inspections, and final testing.
• Compliance with special conditions for production, testing, and delivery timelines.

Skills Requirements

The successful bidder must demonstrate:

• Expertise in high-quality embroidery, including hand embroidery with gold wire and cotton threads.
• Proficiency in fabric cutting, sewing, and assembly of embroidered insignia and patches.
• Experience in working with specified materials and adhering to detailed technical drawings and standards.
• Capability to produce pre-production samples for approval and conduct necessary testing and inspections.
• Knowledge of packaging, labelling, and marking requirements for secure transit and identification.
• Ability to meet strict timelines for sample submission, production start, and delivery as specified in the tender.
• Understanding of quality control procedures, including defect management and compliance with standards.
