Objectives

The primary objective of this tender is to appoint reputable service providers to maintain streetlights and high masts within the Ndlambe municipal area, ensuring proper lighting infrastructure and safety standards are upheld.

Scope

The scope includes:

• Maintenance of existing streetlights and high mast lighting systems across various wards.
• Replacement and upgrading of LED floodlights and streetlights, including technical specifications for fittings, electrical components, and lighting output.
• Technical work such as pole replacement, structural repairs, cable work, electrical distribution repairs, and emergency response services.
• Provision of accessories, accessories installation, and accessories maintenance.
• Performance reviews and compliance monitoring post-delivery.

The current number of lights and masts is specified, with detailed technical and construction requirements for LED fittings, including material, electrical, and lighting specifications.

Technical Requirements

The technical specifications for the lighting equipment include:

• Diecast LM6 aluminium fittings with polyester epoxy powder coating.
• LED floodlights and streetlights with specific lumen outputs, color temperatures (4000K and 5000K), and rated lifespans (L90@>100,000hrs).
• Compliance with IEC standards (e.g., IEC 60598-2-3).
• Lighting accessories such as clamps with specific spacing and mounting specifications.
• Electrical components including distribution boards, contactors, timers, circuit breakers, surge protection, and cable fault location equipment.
• Pole replacement and structural repair specifications, including types of poles, installation procedures, and straightening of leaning poles.

The scope also emphasizes safety, durability, and compatibility with existing infrastructure, along with warranties and performance criteria.

Skills Requirements

The bidder must demonstrate:

• Expertise in electrical maintenance and high mast lighting systems, supported by qualified electricians with valid wireman’s licenses and relevant experience (minimum 5 years).
• Capability to provide comprehensive project experience, including completion certificates and references for similar projects exceeding R200,000.
• Provision of qualified key personnel, including team members with relevant professional qualifications and experience.
• Ability to supply and install specialized equipment, perform structural repairs, cable work, and electrical distribution repairs.
• Capacity for emergency response, including call-out services during and outside normal working hours.
• Proven track record in maintenance, repair, and installation of street lighting infrastructure.

Additionally, bidders must submit CVs, certified qualifications, proof of ownership of vehicles and equipment, and demonstrate compliance with all technical and safety standards.
