Objectives

The primary objective of this tender is to appoint a subconsultant to assist the Principal Consultant in conducting pavement investigations, materials testing, and related quality control activities for the emergency routine road maintenance on National Route R59 (Sections 2–3) and National Route R30 (Sections 4–6) within the Lejweleputswa District Municipality. The aim is to ensure compliance with SANRAL standards, guidelines, and the project’s Quality Management Plan, supporting pavement rehabilitation, recycling, and surfacing activities.

Scope

The scope of work includes:

• Establishing a fully equipped Materials Site Laboratory for quality assurance and control.
• Carrying out pavement investigations, including in situ testing and laboratory analysis.
• Performing materials testing such as binder and aggregate property verification, mix design, and compliance checks.
• Supporting quality control during surfacing operations, including double seals and asphalt surfacing.
• Transporting and handling materials and samples in accordance with specified standards.
• Providing detailed testing and sampling programs for approval prior to commencement.
• Reporting and documenting all testing activities, results, and compliance evaluations.
• Supporting the verification of materials and ensuring adherence to specifications throughout the project duration.

Technical Requirements

The technical requirements encompass:

• Establishment of a SANAS-accredited laboratory for testing activities.
• Implementation of laboratory and field testing in accordance with SAPEM, TMH, SANS standards, and SANRAL guidelines.
• Conducting specific tests such as particle size analysis, flakiness index, moisture content, binder properties, asphalt mix verification, and in situ density testing.
• Verification of binder and aggregate properties before and during application.
• Support for surfacing activities including double seal and asphalt surfacing, with compliance verification.
• Transporting samples and materials securely and traceably.
• Adherence to health and safety regulations, including the submission of a Health and Safety Plan.
• Provision of detailed testing and sampling programs for approval prior to testing activities.

Skills Requirements

The tenderer must demonstrate the following skills and qualifications:

• Company Experience: Proven experience in pavement investigations, materials testing, site laboratory services, and quality control for SANRAL or similar projects within the past five years.
• Key Personnel:
  • Site Pavement and Materials Specialist: Qualifications in Pr.Eng or Pr.Tech Eng, with experience in pavement investigations, rehabilitation design, and verification.
  • Materials Technologist: Qualifications in engineering or technologist level, with expertise in mix design, binder and aggregate testing.
  • Materials Technicians: Certified technicians with experience in laboratory testing, sample preparation, and field sampling.
• Laboratory Accreditation: Ability to operate a SANAS-accredited laboratory for relevant tests.
• Methodology and Resources: Demonstrated understanding of testing procedures, quality assurance, and availability of personnel, equipment, and transport.
• Health & Safety: Knowledge of occupational health and safety regulations and implementation of safety measures during testing activities.
• Communication & Reporting: Ability to compile detailed reports, maintain records, and communicate findings effectively.
