Objectives

The primary objective of this tender is to supply and analyze hazardous chemical agents sampling media on an as-and-when-required basis for Eskom's Lethabo Power Station over a period of 5 years. The contractor is responsible for providing sampling media prepared, handled, transported, and analyzed according to applicable standards and methods, ensuring compliance with safety, health, and environmental regulations. The goal is to ensure reliable laboratory analysis to support occupational hygiene and safety standards, ultimately aiming for ZERO HARM in operations.

Scope

The scope includes:

• Supply of various sampling media such as pre-weighed PVC filters, cotton swabs, asbestos bulk samples, sorbent tubes, and filters for volatile and non-volatile acids and organic compounds.
• Handling, transportation, and analysis of samples at SANAS-accredited laboratories.
• Provision of analytical reports for each sample analyzed, including identification and quantification of hazardous substances like crystalline silica, asbestos, E. coli, Staphylococcus aureus, mould, and chemical compounds.
• Compliance with applicable standards such as NIOSH, HSG 248, energy dispersive spectroscopy (EDS), ICP, and gravimetric weighing.
• Management of sampling media supply, sample analysis, and reporting over the 5-year contract period.
• Adherence to health, safety, environmental, and quality assurance requirements as specified in the scope of work and employer’s service information.

Technical Requirements

The contractor must:

• Supply sampling media prepared according to specified standards and methods.
• Transport and handle samples in accordance with applicable standards and safety procedures.
• Analyze samples at SANAS-accredited laboratories using methods such as NIOSH, energy dispersive spectroscopy, ICP, and gravimetric weighing.
• Provide detailed analytical reports promptly after sample analysis.
• Maintain calibration and testing of all test equipment, with certificates available upon request.
• Ensure samples are analyzed in compliance with standards like NIOSH 7602, 4050, 7907, 7908, 2549, 7300, and energy dispersive spectroscopy (EDS).
• Implement quality control and assurance procedures, including documentation and traceability of samples and results.
• Coordinate with Eskom for sample collection, transportation, and reporting schedules.

Skills Requirements

The contractor must demonstrate:

• Proven experience in hazardous chemical sampling and analysis, preferably within Eskom or similar industrial environments.
• Accreditation with SANAS for laboratory analysis of hazardous substances.
• Competence in handling and analyzing various sampling media and chemical agents.
• Knowledge of relevant standards and methods such as NIOSH, HSG 248, ISO 17020, ISO 9001, and environmental management standards (ISO 14001).
• Qualified personnel with appropriate certifications and experience in occupational hygiene, laboratory analysis, and safety procedures.
• Ability to maintain calibration and testing of analytical equipment.
• Effective communication skills for reporting and coordination with Eskom personnel.
