Objectives

The primary objective of this tender is to supply and deliver bulk meat for the Department of Environment, Forestry and Fisheries (DFFE) to support the annual Marion 2026 Relief Voyage. The successful supplier must provide specified meat products that meet quality, safety, and certification standards, ensuring timely delivery for the voyage scheduled to depart in April 2026.

Scope

The scope includes the provision of various types of meat (beef, mutton, pork, chicken) as detailed in the meat requirement list, adhering to specified packaging, labeling, and quality standards. The supplier must deliver the meat to the designated location at the Waterfront, Waterfront, Cape Town, by the first week of April 2026, prior to the departure of the SA Agulhas II vessel. All costs, taxes, and delivery charges must be included in the bid. The supplier must comply with relevant legislation and certification requirements, including halal certification where applicable.

Technical Requirements

• Compliance with South African Foodstuffs, Cosmetics and Disinfectants Act No 54 of 1972 and amendments.
• Adherence to Meat Safety Act No 40 of 2000 and Animal Slaughter, Meat and Animal Products Hygiene Act No 87 of 1967 or later.
• Provision of ISO 22000 / HACCP / ISO 9001 or similar certification.
• Halal certification for all meat products except pork.
• Products must be packaged in approved food-grade cartons, strapped securely, and labeled with company name, packaging date, use-by date, net weight, product description, number of portions, and relevant certification (e.g., Halal, Kosher).
• Delivery must maintain a temperature of –18°C or lower during transit and storage.
• All products must meet the specifications outlined in Annexure B, including weight, size, and grade.
• The supplier must submit a valid quotation on letterhead, including banking details and CSD MAAA number, and must not deliver goods/services before receiving an official order.

Skills and Documentation Requirements

• Proof of compliance with mandatory certifications: Halal, Food Premises Certificate, ISO 22000 / HACCP, ISO 9001, Veterinary Approved Establishment certificate.
• Submission of BBB-EE certificate or ownership certificates to claim preference points.
• Completion of Supplier Details form with supplier name, contact details, address, CSD number, and attention to contact person.
• Declaration of non-involvement in collusive practices and disqualification status if applicable.
• Provision of documentation supporting specific goal claims (ownership by disadvantaged groups) if applicable.
• Ability to verify and witness tests or examinations as required by DFFE or its representatives.
• Adherence to packaging, labeling, and storage standards as specified.
