Objectives

The primary objective of this tender is to appoint suitable service providers for the supply and delivery of books on an as-and-when basis, starting from April 2026. The College aims to establish reliable procurement channels to ensure timely provision of books and related services to support its academic activities.

Scope

The scope includes:

• Supply and delivery of books on an as-and-when basis, starting April 2026.
• Participation in either Category A (fixed-term services with annual revisions and renewal options) or Category B (a panel of up to 10 suppliers for rotational, as-needed services).
• Additional related services such as provision of student gowns, sashes, regalia, and photography services under separate tenders.

Soft copies of tender documents are available from 19 January 2026 to 12 February 2026 on the College website. All tenders must be submitted before the closing date of 13 February 2026 at 11:00 am.

Technical Requirements

Service providers must comply with the following:

• Submit a valid SARS tax clearance PIN to verify tax compliance.
• Provide a full CSD report; submissions without it may be disqualified.
• Submit a municipal rates and taxes account (not in arrears for more than 3 months) or a lease/rental agreement for business premises.
• Ensure compliance with the National Treasury quotation defaulters register; disqualified if listed.
• Complete and submit the required application forms and company profile.
• Adhere to the College’s Supply Chain Management Policy and relevant National Treasury Regulations.
• Ensure confidentiality of submissions in line with POPIA regulations.

Late, faxed, or emailed tenders will not be accepted. Tender submissions must be sealed and endorsed with the tender number and company name.

Skills and Requirements

Applicants must possess:

• Relevant experience and capacity to supply books and related services as specified.
• Company profile demonstrating capability and reliability.
• Ability to comply with all technical and administrative requirements outlined in the tender document.
• Registration on the College database, limited to two commodities per service provider.

Additional conditions include:

• No pre-payments or deposits will be made; payment is contingent upon delivery and/or completion of services.
• The College reserves the right to accept or reject tenders, accept part of a tender, or establish a panel for future use until December 2028.
• Multiple suppliers may be appointed for the same tender.
