Objectives

The primary objective of this tender is to procure and deliver specialised camera equipment and accessories to the Department of Forestry, Fisheries and the Environment (DFFE) in Cape Town. The procurement aims to secure cost-effective solutions while ensuring full compliance with South African public supply chain management regulations, including tax obligations, mandatory certifications, and the preferential procurement framework.

Scope

The successful supplier must supply and deliver six categories of goods to the DFFE facility in Foreshore, Cape Town. The scope includes:

• One unit of Bi-ocular Thermal Night Vision (BHS-XR Command series, 640x480 pixel detector, 100mm lens)
• Four sets of SDHC card batteries
• One SLR camera with a 500mm telephoto lens and x2 converter
• One set comprising a standalone telephoto lens and x2 converter
• Twenty sets of GoPro-type action cameras with body harnesses and dash cam mounts
• Four TN450 Thermal Imaging Night Vision Binoculars

All deliveries must occur only after receipt of an official purchase order. Quotations must remain valid for ninety days unless otherwise stated, and all logistics and statutory costs must be included in the submitted price.

Technical Requirements

• Equipment must conform to the specified models and technical parameters. Equivalent brands may be accepted where exact branding is not strictly enforced.
• Pricing must be firm and inclusive of value-added tax, delivery costs, and all applicable statutory levies (PAYE, UIF, SDL).
• Bidders must submit a valid Central Supplier Database (CSD) registration report, a municipal Food Premises Certificate issued in the company’s name, and fully completed SBD4 and SBD6.1 forms.
• Delivery timelines must be clearly indicated. Failure to meet agreed timelines may result in contract cancellation and potential listing on the National Treasury’s Database of Restrictive Suppliers.
• The department reserves the right to request additional validation documentation and to negotiate prices with preferred bidders.

• Proven capability to source, verify authenticity, and deliver specialised optical and imaging equipment within contracted timeframes.
• Strong administrative proficiency in South African public procurement processes, including accurate completion of standard bid documentation and preference point claim forms.
• Ability to provide certified proof of BBBEE ownership levels (exceeding 50% by Black people, women, or persons with disabilities) to qualify for preferential scoring.
• Financial and operational competence to manage tax compliance, banking detail verification, and contract execution under state supply chain management guidelines.

• Thermal Night Vision & IR Binoculars: These devices detect infrared radiation (heat signatures) rather than relying on visible light, enabling clear observation in total darkness, fog, or dense vegetation. They are critical for nocturnal wildlife monitoring, anti-poaching patrols, and environmental surveillance.
• 80/20 Preferential Procurement System: A South African government scoring mechanism allocating 80 points for price competitiveness and 20 points for socio-economic transformation goals. Points are awarded for enterprises with over 50% ownership by historically disadvantaged groups, women, or persons with disabilities. Claiming these points requires verified CIPC ownership certificates and proper SBD6.1 submission.
• SBD Forms: Standardised National Treasury documents used to verify bidder eligibility, disclose conflicts of interest, declare absence of collusive practices, and claim preference points. Incomplete or falsified submissions result in automatic disqualification.
• Food Premises Certificate: A municipal compliance certificate required for all registered trading entities submitting to this department, serving as a baseline regulatory verification regardless of the goods supplied.
