Objectives

The primary objective of this tender is to procure and deliver a comprehensive range of laboratory equipment, chemicals, glassware, and consumables to support the operational and research activities of the Department of Forestry, Fisheries and the Environment. The procurement process also aims to achieve value for money through competitive pricing while advancing national transformation goals via preferential procurement policies.

Scope

The contract encompasses the supply, packaging, and delivery of thirty-nine distinct items to a designated facility in Cape Town. The scope includes:

• Instrumentation: Handheld multimeters for pH and dissolved oxygen testing, conductivity/TDS/salinity/temperature meters, and a bench-top pH meter with compatible micro pH electrodes.
• Chemicals & Reagents: NIST-certified pH buffer solutions (pH 4.01, 7.00, 10.01), paraformaldehyde powder, hydrochloric acid, sodium hydroxide, and potassium chloride powder.
• Lab Consumables & Glassware: Plastic multi-well plates (6, 12, 24-well), magnetic stirring bars, Eppendorf tubes, autoclavable pipette starter kits, micropipette tips, reagent bottles, glass flasks, conical centrifuge tubes, glass beakers, microscope slides with coverslips, and haemacytometer counting chambers.
• Personal Protective & Auxiliary Equipment: Latex gloves (small, medium, large), syringes, and hypodermic needles.

All delivery costs and applicable taxes (including VAT, PAYE, UIF, and SDL) must be incorporated into the quoted price. Delivery occurs only upon issuance of an official purchase order, and failure to meet agreed timelines may result in contract cancellation and potential listing on the National Treasury's Database of Restrictive Suppliers.

Technical Requirements

• Quotations must be submitted on official company letterhead, including valid banking details, explicit delivery timelines, and quotation validity (default 90 days unless otherwise stated).
• Mandatory documentation includes a valid Food Premises Certificate issued by the relevant municipality, Central Supplier Database (CSD) registration confirmation or MAA number, and fully completed, signed SBD4 and SBD6.1 forms.
• All quoted prices must remain firm until delivery, with adjustments permitted solely for exchange rate fluctuations if explicitly permitted.
• Items requiring specific technical compliance include NIST-traceable buffer solutions for calibration accuracy and fully autoclavable pipetting equipment capable of withstanding high-pressure steam sterilization.
• Bidders failing to submit any mandatory documentation will be immediately disqualified and excluded from evaluation.

Skills Requirements
