Objectives

The primary objective of this tender is to procure a supplier capable of providing and delivering Anionic Bitumen Road Emulsion over a period of 36 months. The aim is to ensure a reliable supply of quality bitumen emulsion in bulk and drums to support municipal road maintenance and construction activities.

Scope

The scope of work includes:

• Supply and delivery of Anionic Bitumen Road Emulsion (Spray Grade 60%) in bulk (200,000 litres annually) directly into municipal tanker vehicles.
• Delivery of the same emulsion in 200-litre drums (100,000 litres annually) to various designated zones within the municipality.
• Delivery to multiple zones including Central, Northern, Southern, Far Southern, Western, and Outer Western regions, as specified in the tender.
• Provision of necessary equipment and staff for offloading and transportation within the zones.
• Adherence to technical specifications and quality standards throughout the contract period.

Technical Requirements

The technical requirements include:

• Supply of Anionic Bitumen Emulsion (Spray Grade 60%) in bulk and drums as specified.
• Compliance with the technical specifications outlined in the tender, including the use of approved manufacturing processes and quality standards.
• Provision of valid permits and agreements demonstrating the supply chain and manufacturing compliance.
• Implementation of a Quality Management System (QMS) guided by SANS 9001 standards, including documentation of processes, product control, and record-keeping.
• Participation in inspections, tests, and analyses to verify product conformity, with costs borne by the supplier.
• Adherence to delivery schedules, packaging, marking, and documentation requirements.
• Price adjustment mechanisms based on fluctuations in wholesale bitumen prices, chemical index, and transport costs.

Skills and Competency Requirements

The tenderer must demonstrate:

• Registration on the National Treasury Central Supplier Database (CSD) and the eThekwini Municipality’s vendor database.
• Proven manufacturing capability and experience in producing and supplying bitumen emulsion that meets technical standards.
• Ability to provide valid permits, agreements, and certifications, including SABS approval where applicable.
• Implementation of a comprehensive Quality Management System with documented procedures and records.
• Qualified personnel for quality control, inspection, and testing processes.
• Capacity to deliver within specified timeframes and zones, with appropriate logistics and equipment.
• Financial stability and compliance with all legal and regulatory requirements, including tax and municipal fee clearances.
