Objectives

The primary objective of the tender is to supply and deliver Arc Flash Personal Protective Equipment (PPE) at Tutuka Power Station Stores over a period of 5 years on an 'as and when required' basis. The overarching goal is to ensure the provision of compliant, high-quality PPE that meets Eskom’s safety standards and technical specifications, supporting safe operations and personnel protection during electrical work.

Scope

The scope encompasses the procurement, supply, and delivery of a comprehensive range of Arc Flash PPE items, including earplugs, hats, face shields, gloves, jackets, trousers, hoods, and other related equipment, as detailed in the Goods Information and Price Schedule. The contract covers all activities from manufacturing, testing, inspection, packaging, transportation, to on-site delivery at Tutuka Power Station, ensuring PPE meets specified technical and safety standards. The scope also includes compliance with Eskom’s quality, safety, health, and environmental requirements, as well as coordination with Eskom’s logistics and security protocols.

Technical Requirements

• Adherence to Eskom’s specifications for PPE, including material, design, safety ratings, and compliance with relevant standards such as IEC, ASTM, and SANS.
• Provision of data packs, operating and maintenance manuals, and certification documentation for all delivered PPE.
• Delivery of PPE with clear labels, proper packaging, and in accordance with specified lead times and delivery instructions.
• Implementation of quality assurance measures, including inspection and test plans (ITPs), contract quality plans (CQPs), and adherence to ISO 9001 quality management standards.
• Compliance with safety, health, and environmental regulations, including asbestos handling, fire safety, and occupational health standards.
• Proper packaging, crating, and transportation arrangements to ensure PPE integrity during transit and storage.
• Coordination with Eskom for site access, security clearance, and safety inductions prior to delivery.

Skills Requirements

• Proven capability to manufacture, test, and supply PPE that complies with international and Eskom-specific safety standards.
• Qualified personnel for inspection, testing, and certification of PPE, including NDT, electrical testing, and quality control inspectors, with certifications aligned to SETA and legal requirements.
• Experience in managing large-scale PPE logistics, including packaging, crating, and transportation to remote sites.
• Ability to develop and implement comprehensive Quality Control Plans (QCPs), Inspection and Test Plans (ITPs), and Contract Quality Plans (CQPs) aligned with ISO 9001 standards.
• Competence in documentation management, including certification, certification of conformity, and maintenance of quality records.
• Strong understanding of safety, health, and environmental regulations relevant to electrical PPE and hazardous materials handling.
• Effective communication and coordination skills to liaise with Eskom’s project teams, security, and logistics personnel.
