Objectives

The primary objective of this tender is to supply and deliver arc flash protective clothing for Low Voltage (LV) and electrical network personnel, ensuring compliance with safety standards and regulations. The clothing aims to protect workers from electrical arc hazards during operations on LV, MV, and HV networks, adhering to relevant standards such as NFPA 70E and NFPA 2112.

Scope

The scope encompasses the procurement of a comprehensive range of personal protective equipment (PPE) including arc flash protective clothing (jackets, trousers, shirts, overalls, denim jeans, gloves, helmets, boots, and accessories), designed for both male and female workers. The items must meet specified technical standards, sizes, and branding requirements, with options for various arc ratings (8 cal/cm² to 40 cal/cm²) and compliance with safety and certification standards. The contract covers supply, delivery, testing, certification, and associated services for a period ending 30 June 2029.

Technical Requirements

• Clothing must conform to standards such as NFPA 70E, NFPA 2112, ASTM F1506, and SANS 724.
• Arc thermal performance ratings ranging from 8 cal/cm² to 40 cal/cm², depending on item and hazard category.
• Design features include flame-resistant, pre-shrunk woven fabrics, flame-resistant zippers, storm flaps, reflective bands, embroidered logos, and size labels with hazard ratings.
• Items must guarantee a washing life cycle of up to 200 washes.
• All PPE must be certified and tested, with detailed technical data sheets and certification proof submitted with the bid.
• Items should include safety footwear, gloves, helmets, visors, and accessories compliant with relevant safety standards.
• Uniform branding with embroidered logos of Cape Agulhas Municipality and Electrical & Mechanical logos.
• Specific sizes, color specifications, and design features as detailed per item.

Skills and Skills Requirements

• Proven experience in supplying certified electrical PPE and safety gear, demonstrated through a schedule of satisfactorily completed projects.
• Technical expertise in manufacturing or sourcing PPE that complies with international and national safety standards.
• Capability to provide detailed technical data sheets, certification, and testing documentation for all items supplied.
• Ability to conduct quality control, testing, and certification processes in accordance with specified standards.
• Knowledge of occupational health and safety regulations, including the Occupational Health and Safety Act and relevant standards such as NFPA and SANS.
• Capacity to provide after-sales support, including alterations, repairs, and replacement of defective items.
• Experience in managing large-scale PPE supply contracts, including logistics, timely delivery, and compliance with municipal procurement policies.
