Objectives

The primary objective of this tender is to procure suppliers for the supply and delivery of bulk petrol and diesel to Mossel Bay Municipality over a three-year period, ensuring reliable fuel provision, compliance with safety and legal standards, and promoting local economic participation through preference points.

Scope

The scope includes:

• Supply and delivery of bulk petrol (95 unleaded) and diesel (50ppm) to the Municipality’s fuel storage tanks and designated sites.
• Delivery to the Municipality’s Main Stores and fuelling site at the Municipal Yard, Schoeman Street, Mossel Bay.
• Adherence to specified tank capacities and coupling connection points.
• Provision of fuel at market-related prices, with adjustments based on published industry norms and regulatory increases.
• Compliance with health, safety, and environmental standards, including safety management and reporting.
• Performance measurement through key performance indicators such as timely delivery and safety compliance.

Technical Requirements

The technical requirements encompass:

• Delivery of specified quantities of petrol and diesel, with capacity to adjust for industry price increases.
• Use of proper coupling connections and delivery to designated municipal tanks.
• Adherence to safety standards, including the implementation of a Service Provider Health & Safety Specification, risk assessments, and safety files.
• Provision of a Method Statement and Risk Assessment (HIRA) specific to the scope of work.
• Compliance with Occupational Health & Safety Act, including PPE, signage, incident reporting, and fire safety measures.
• Proper documentation such as H&S files, incident logs, and emergency procedures.
• Participation in site inspections, audits, and adherence to municipal health and safety policies.

Skills Requirements

The successful bidder must demonstrate:

• Experience in bulk fuel supply and delivery, with relevant CIDB registration if applicable.
• Knowledge of health, safety, and environmental legislation, including the Occupational Health & Safety Act and related regulations.
• Capability to develop and implement Method Statements, Risk Assessments, and Safety Files.
• Qualified personnel for health and safety management, including designated safety officers and first aiders.
• Ability to conduct site inspections, safety audits, and incident investigations.
• Competence in managing emergency procedures, fire safety, and hazardous chemical handling.
• Proven track record in timely delivery, safety compliance, and local economic participation.
