Objectives

The primary objective of this tender is to secure a supplier capable of providing and delivering bulk petrol and diesel to various sites within the City of Cape Town on an adhoc basis, ensuring reliable supply over a contract period of 36 months.

Scope

The scope encompasses the supply and delivery of specified petroleum products, including petrol (95 octane unleaded) and diesel (50 ppm sulphur content), to multiple designated locations across the City of Cape Town. The delivery is on an adhoc basis, with the possibility of including additional sites during the contract period. The contract involves ongoing supply, delivery, and associated services such as documentation, quality compliance, and reporting.

Technical Requirements

• Supply and delivery of petrol (95 octane unleaded) and diesel (50 ppm sulphur) meeting specified standards (SANS 1598:2019 for petrol and SANS 342-2016 for diesel).
• Provision of fuel in volumes as per the detailed schedule, with minimum and maximum volume thresholds.
• Demonstration of experience in bulk fuel supply and delivery, including verifiable contracts completed within the last 10 years.
• Provision of evidence of fleet ownership or contractual fleet arrangements capable of delivering bulk fuel (minimum 15,000 litre capacity tankers).
• Provision of qualified key personnel with relevant experience in fuel administration, invoicing, and project management, supported by CVs and references.
• Compliance with health and safety regulations, including submission of Occupational Health and Safety plans.
• Provision of necessary insurances, including public liability, motor vehicle, and professional indemnity where applicable.
• Adherence to quality standards, documentation, and reporting obligations, including monthly labour reports and delivery certificates.
• Compliance with applicable laws, regulations, and standards, including POPIA, SCM policies, and procurement regulations.

Skills and Capabilities Requirements

• Proven experience in bulk fuel supply and delivery, with verifiable references and contract evidence.
• Demonstrated capacity to supply volumes ranging from 1,500 litres to over 1.8 million litres annually.
• Qualified personnel with expertise in fuel administration, invoicing, and project management, supported by CVs and references.
• Operational fleet of reliable fuel tankers with minimum 15,000 litre capacity, supported by proof of ownership or contractual arrangements.
• Ability to comply with health and safety standards, including submission of safety plans and certificates.
• Financial stability evidenced by valid licenses, tax compliance, and relevant financial documentation.
• Capacity to provide quality assurance, documentation, and reporting as per contract requirements.
• Knowledge of applicable legal and regulatory frameworks, including POPIA and SCM policies.
