Objectives

The primary objective of this tender is to supply and deliver chemicals and consumables required for the operational processes of the City of Cape Town’s Scientific Services. The aim is to ensure the availability of high-quality, ISO 9001 certified chemicals and consumables that meet specified standards for laboratory testing and analysis, supporting the city’s compliance with accreditation standards and operational efficiency.

Scope

The scope encompasses the procurement, supply, and delivery of a wide range of chemicals, reagents, standards, laboratory consumables, and related equipment across multiple groups, including chemicals for microbiological, hydrobiological, chemical analysis, and other laboratory applications. The contract covers the supply of both imported and locally sourced items, with specific requirements for traceability, certification, and quality standards. The scope also includes providing samples, certificates, and supporting documentation, as well as adhering to delivery timelines and safety standards.

Technical Requirements

• All chemicals and consumables must be of Analytical Grade (AR) or equivalent, with certificates of analysis confirming grade and traceability to standards such as NIST.
• Manufacturers of supplied chemicals must be ISO 9001 certified or equivalent.
• Suppliers must be authorized distributors of the tendered items.
• Delivery timelines must not exceed 4 weeks from order placement, with at least 80% of shelf life remaining at delivery.
• Samples and brochures may be requested for testing and verification of compliance with specifications.
• All imported items must include documentation for customs, tariffs, and exchange rate adjustments, with proof of forward cover contracts for currency fluctuations.
• Suppliers must comply with health, safety, and environmental standards, including Occupational Health and Safety Act requirements.
• Pricing must be firm, with provisions for contract price adjustments based on indices, CPI, or exchange rates, as specified.
• All documentation, certificates, and reports must be submitted as per the specified schedules and formats.

Skills and Competency Requirements

• Proven experience in supplying laboratory chemicals and consumables to accredited laboratories.
• ISO 9001 certification for manufacturers and authorized distributor status.
• Capability to provide Certificates of Analysis, Certificates of Conformity, and traceability documentation.
• Ability to meet delivery deadlines and manage logistics for timely supply across multiple groups and locations.
• Technical expertise in handling, storage, and transportation of sensitive chemicals, including imported and locally sourced items.
• Knowledge of customs procedures, exchange rate management, and currency risk mitigation strategies.
• Compliance with health, safety, and environmental regulations, including Occupational Health and Safety Act standards.
• Capacity to provide technical support, samples, brochures, and documentation for verification and testing purposes.
• Experience in managing large-scale procurement processes with adherence to legal and regulatory frameworks.
