Objectives

The primary objective of this tender is to supply and deliver chlorine gas for the Makwane Water Treatment Plant. The aim is to ensure a reliable supply of essential chemicals required for water treatment processes, supporting water service provision and compliance with health and safety standards.

Scope

The scope encompasses the supply and delivery of chlorine gas to Makwane Water Treatment Plant, including associated technical specifications and quality requirements. The tender also covers related materials such as SUD FLOC K300, SUD FLOC 3TL, silica sand, and HTH, as specified in the individual bid documents.

It involves procurement from qualified suppliers registered on the Central Supplier Database (CSD), with delivery to designated water treatment facilities within the specified regions, including Maluti-a-Phofung, Thabo Mofutsanyane, and outside the Free State.

Technical Requirements

• Supply of chlorine gas with CAS No. 7782-50-5, molecular weight 70.9, chemical formula Cl₂.
• Material must meet safety, quality, and regulatory standards applicable to water treatment chemicals.
• Delivery of specified quantities by the stipulated date (08th January 2026), with delivery at designated water treatment plants.
• All bid submissions must include completed supplementary forms, municipal rates clearance, and proof of tax compliance.
• Pricing must be firm, inclusive of all applicable taxes, delivery costs, and other charges.
• Adherence to specific goals such as HDI ownership (50%), youth ownership (50%), and local ownership (Maluti a Phofung, Mofutsanyana, Free State, outside Free State).

Skills and Qualification Requirements

• Bidder registration on the Central Supplier Database (CSD) with a valid summary report.
• Tax compliance status with a valid Tax Clearance Certificate (TCC 001).
• Proof of company registration reflecting active members.
• Completion of all supplementary forms, including municipal rates clearance or proof of rates not in arrears for more than three months.
• Submission of B-BBEE certificate or verification to claim preference points based on ownership and empowerment goals.
• Experience in supplying water treatment chemicals, specifically chlorine gas, with relevant certifications and safety standards.
• Ability to meet delivery deadlines and provide technical support as required.
