Objectives

The primary objective of this tender is to procure the supply and delivery of Grade A Pea Coal to the Department of Correctional Services in Durban. The aim is to ensure a reliable supply of quality coal that meets specified standards for use within correctional facilities, supporting operational needs and compliance with technical specifications.

Scope

The scope encompasses the supply and delivery of 300 tons of Pea Coal (Grade A) over a contractual period of one month, with deliveries scheduled as per the department’s requirements. The contract includes compliance with technical specifications, quality assurance, transportation, and related incidental services such as weighing and testing. Delivery must be completed within 10 days of order approval, with provisions for random quality testing and adherence to specified standards.

Technical Requirements

• Supply of washed Pea Coal, size 6-20 mm, with specified properties:
  • Inherent Moisture: 2.5%
  • Ash: Max 15.1%
  • Volatile Matter: Max 25%
  • Fixed Carbon: Max 58%
  • Calorific Value: 27.96 MJ/kg
  • Total Sulphur: Max 0.72%
• Laboratory test results from ISO17025 accredited labs to confirm coal quality.
• Use of a secondary weighbridge within 20 km of the delivery site for weight verification.
• Delivery in rear tipper trucks, with proper packaging and labeling.
• Provision of weighbridge certificates for each delivery.
• Compliance with the specified standards and specifications outlined in the bid documents.

Skills Requirements

• Capability to supply and deliver the specified quantity of Pea Coal within the stipulated timeframe.
• Experience in handling bulk coal deliveries, including logistics and transportation management.
• Ability to conduct and provide laboratory testing and quality assurance documentation.
• Knowledge of compliance with South African standards and regulations related to coal quality and transportation.
• Proficiency in documentation, including weighbridge certificates, delivery notes, and inspection reports.
• Registration on the National Treasury Central Supplier Database (CSD) and compliance with tax and B-BBEE requirements.
