Objectives

The primary objective of this tender is to secure the supply and delivery of coal to various hospitals within the North West Province for a period of four (4) years. The aim is to ensure a reliable, quality supply of coal to support hospital operations, particularly in steam generation, while adhering to specified technical standards and ensuring compliance with relevant procurement policies and legislation.

Scope

The scope encompasses the procurement of Grade "A" Peas coal, including delivery to multiple hospitals across different districts (Dr Kenneth Kaunda, Bojanala, Ngaka Modiri Molema, Dr Ruth Segomotsi Mompati), along with associated boiler chemicals and transportation logistics. The contract covers supply, delivery, quality assurance, and compliance monitoring over four years, with provisions for site inspections, quality testing, and adherence to environmental and safety standards.

Technical Requirements

• Supply of Grade "A" Peas coal with specific calorific value (28.5 to 27.5 MJ/Kg), ash content (13.5% to 15.5%), volatile matter (25% to 30%), and sulphur (<1.0%).
• Size grading with oversize tolerance (31.5 mm 100%, 25.0 mm 95%) and under size tolerances (6.3 mm 12.5%, 3.1 mm 7.5%).
• Compliance with environmental standards, including air pollution control measures during delivery.
• Provision of boiler chemicals such as internal phosphate treatment, oxygen scavengers, and alkalinity boosters.
• Delivery within specified hours (08H00 to 16H00), with proper documentation including coal grade certificates.
• Site inspections and quality testing at designated facilities.
• Adherence to safety, health, and environmental regulations, including air pollution mitigation and risk assessments.

Skills and Capacity Requirements

• Proven experience in coal supply and logistics management, demonstrated through appointment letters or purchase orders exceeding R1,000,000.
• Ownership or leasing of suitable transportation equipment, specifically 30-ton back tipper trucks and truck tractors, with supporting documentation.
• Financial capacity to self-fund operations, evidenced by financial statements and proof of capability.
• Compliance with occupational health and safety standards, including valid COIDA certificates and safety management plans.
• Ability to conduct site inspections, quality testing, and environmental mitigation measures.
• Knowledge of environmental standards, air pollution control, and risk management related to coal transportation and delivery.
