Objectives

The primary objective of this tender is to supply and deliver concrete admixtures for urgent works related to the construction of the apron for Clanwilliam Dam in the Western Cape. The aim is to procure high-quality admixtures that meet specified technical standards to facilitate dam raising and associated infrastructure works without interfering with ongoing dam operations.

Scope

The scope encompasses the procurement, supply, and delivery of concrete admixtures, specifically ASTM C494 Type G (Water reducing, high range, and retarding) and Type B (Retarding), for use in the Clanwilliam Dam project. The work includes providing materials in sealed containers, ensuring proper storage, transportation, and timely delivery to the Clanwilliam Dam site. The scope also involves providing dosing equipment, support services, and ensuring compliance with technical and safety standards.

Technical Requirements

• Supply of concrete admixtures in sealed, clearly marked containers with manufacturing, expiry, and lot information visible.
• Admixtures must comply with ASTM C494 Type G and Type B specifications and meet project-specific requirements.
• Delivery to the Clanwilliam Dam site, with all associated costs included in the bid price.
• Provision of fully automatic dosing equipment for batching plants, maintained and operated at no cost to the Department during the contract period.
• Support for offloading, handling, and storage, including removal of empty containers post-delivery.
• Admixtures must be supplied with documentation verifying manufacture date and remaining shelf life, suitable for the project duration.
• Admixtures should be stored and handled in accordance with manufacturer’s specifications and safety standards.
• Compliance with safety, health, and environmental regulations on site.
• Admixtures must be delivered in accordance with the specified schedule, with penalties for late delivery.

Skills and Qualifications Requirements

• Bidder must demonstrate technical capability and experience in supplying concrete admixtures meeting ASTM standards.
• Provision of technical datasheets and safety data sheets for each admixture type, confirming compliance with project specifications.
• Ability to provide automatic dosing equipment and support services, including installation, maintenance, and troubleshooting.
• Qualified personnel for handling, offloading, and managing admixture storage and delivery processes.
• Proof of compliance with legal and administrative requirements, including registration with the Central Supplier Database, SARS tax compliance, and B-BBEE certification.
• Experience in working on large infrastructure projects, particularly dam construction or similar civil engineering works.
• Capacity to respond promptly to technical support requests and resolve issues within specified timeframes.
