Objectives

The primary objective of this tender is to supply and deliver containerised LPG and industrial gases to the City of Cape Town, ensuring a reliable, safe, and compliant supply chain for various municipal departments and facilities across the metropolitan area. The tender aims to establish a contractual arrangement for the procurement, delivery, and management of gases, including cylinder rental, return, and disposal, with a focus on safety, environmental responsibility, and compliance with relevant standards and legislation.

Scope

The scope encompasses:

• Supply and delivery of containerised LPG and a range of industrial gases (e.g., nitrogen, oxygen, argon, helium, sulphur hexafluoride, LPG) in specified cylinder sizes and packaging formats.
• Provision of gas cylinders and vessels, including rental, maintenance, and return of cylinders.
• Disposal and safe handling of expired or contaminated gases and cylinders.
• Communication, training, and operational support to City end-users.
• Establishment of distribution facilities within Cape Town, with compliance to zoning and legal requirements.
• Monitoring, reporting, and compliance with safety, environmental, and legislative standards.
• Provision of certificates, safety data sheets, and technical documentation for all supplied gases.
• Adherence to specified lead times for delivery and response to requests.

Technical Requirements

The technical specifications include:

• Compliance with South African National Standards (SANS) and relevant international standards for gas quality, cylinder safety, and handling.
• Supply of gases in specified grades, purity levels, and packaging (returnable cylinders, Dewars, etc.).
• Provision of test certificates, safety data sheets, and technical data sheets for each gas type.
• Proper labelling of cylinders in accordance with legislation.
• Safe transportation and handling of hazardous and dangerous goods, with proof of registration for hazardous goods transport.
• Availability of certified and compliant distribution facilities within Cape Town.
• Implementation of environmental and safety management practices, including spill response and disposal procedures.
• Provision of training and awareness programs for City personnel on gas safety and handling.

Skills and Capabilities Requirements

The tenderer must demonstrate:

• Proven experience in supplying industrial gases and managing gas cylinder logistics.
• Technical competence in handling, storage, and transportation of hazardous gases.
• Compliance with occupational health and safety legislation, including having a comprehensive safety plan.
• Capability to establish and operate distribution facilities within Cape Town, zoned and compliant with municipal regulations.
• Ability to provide timely delivery, technical support, and training to end-users.
• Strong environmental management practices for spill response and waste disposal.
• Financial stability and capacity to support the contract duration, including cylinder rental and disposal costs.
• Ability to provide all required documentation, certificates, and proof of compliance as specified in the tender documentation.
