Objectives

The primary objective of this tender is to procure a service provider capable of supplying and delivering corporate wear to the Presidency for a period of five (5) years. The aim is to ensure that staff members and officials are uniformly dressed to project a professional image, with uniforms embroidered as specified, in accordance with the stipulated standards and specifications.

Scope

The scope encompasses the supply, delivery, and management of various corporate wear items for both female and male officials of the Presidency. This includes:

• Provision of specified garments such as dresses, blouses, jackets, skirts, trousers, shirts, suits, and accessories.
• Ensuring all garments meet quality standards, specifications, and embroidery requirements.
• Providing samples of fabrics and garments for approval.
• Managing the uniform supply for an estimated 150 to 200 officials over five years.
• Adhering to security, monitoring, and evaluation protocols throughout the contract duration.

The technical requirements include, but are not limited to:

General Conditions

• Completion of all Standard Bidding Documents (SBD) in black ink, with no use of Tippex or similar materials.
• Submission of the original bid, two copies (hard and soft PDF), all sealed in a single envelope.
• Compliance with tax obligations, including submission of SARS PIN or CSD registration.
• Provision of samples of fabrics and garments as per specifications.
• Security clearance for staff involved in the project.

Product Specifications

• Uniform items must be embroidered with the Coat of Arms, in specified colours and fabric types.
• Fabric types include polyester plain weave (130-150gsm for blouses and shirts; 180-220gsm for jackets and dresses), wool blends, melton, and genuine leather for belts.
• Garments must be neatly stitched, with attention to embroidery, button spacing, and overall neatness.
• All garments should be available in all sizes, with specific styles and designs detailed in the specifications.
• Replacement of defective garments within seven (7) working days at no cost to the Presidency.

Additional Technical Requirements

• Samples of all items must be submitted for visual screening, with evaluation based on neatness, embroidery, style, and overall quality.
• Pricing must be inclusive of all taxes and valid for 150 days from bid closing.
• Bidder must demonstrate a minimum of 3 years’ experience in manufacturing corporate wear and provide relevant references.
• Samples and samples of garments must conform strictly to specifications provided.
• All bid submissions must comply with security, confidentiality, and legal requirements as outlined in the tender documentation.

Evaluation and Compliance

• Mandatory compliance with submission of all required documents.
• Technical evaluation based on experience, quality of samples, and ability to meet specifications.
• Visual screening of garments will be conducted, with scoring based on neatness, embroidery, and style.
• Price and specific goals will be scored according to the 80/20 preference point system, with points allocated for women, youth, and persons with disabilities.
