Objectives

The primary objective of this tender is to establish a rate-based contract for the supply and delivery of cutlery and crockery to Frere Hospital over a period of twenty-four (24) months. The contract aims to procure these items at agreed rates to meet the hospital's needs as they arise, without guaranteeing specific sales or delivery volumes.

Scope

The scope of work includes:

• Supplying and delivering cutlery and crockery to Frere Hospital.
• Providing these items on an as-needed basis throughout the 24-month contract period.
• Issuance of work orders at the discretion of Frere Hospital, with no guarantee of order volume.
• Ensuring deliveries are only made upon issuance of official work orders.

The scope also covers the declaration of the bidder’s capacity to supply and deliver the specified items for the contract duration.

Technical Requirements

The technical specifications for the items include:

• Items made from impact and heat-resistant polymer with a heat deflection temperature of 86-90°C.
• Chemical, shock, and break resistance, suitable for dishwasher use and stacking.
• Inclusion of the Department of Health logo and Frere Hospital branding.
• Insulated dome covers and bases designed for food temperature retention, with dimensions typically ranging from 10 to 10.25 inches in diameter and 2.8 to 3 inches in height.
• Durable, high-temperature dishwasher-safe polypropylene construction, often with polyurethane foam insulation.
• Design features such as handles or contoured tops for easy lifting, and resistance to denting, scratching, and chipping.
• Availability in various colors (e.g., Navy Blue, Cranberry, Sage).
• Sample submission prior to delivery.

Skills and Compliance Requirements

Bidder must demonstrate:

• Compliance with all specifications and non-negotiable requirements, including 100% adherence to technical specifications.
• Provision of necessary documentation such as signed SBD forms, CSD reports, bank confirmation, and tax compliance PINs.
• Capacity to supply and deliver items within the stipulated period, supported by relevant proof.
• Understanding of procurement policies, including adherence to preferential procurement regulations (80/20 system) and declaration of interest and interest disclosures.
• Ability to provide detailed pricing on a firm-price basis, inclusive of all delivery costs.
• Provision of a performance security within 30 days of contract award.
• Compliance with inspection, testing, and quality assurance procedures as specified in the contract conditions.
• Adherence to general conditions of contract, including delivery, packing, insurance, and warranty obligations.
