Objectives

The primary objective of this tender is to establish a panel of service providers to supply and deliver diesel to Great North Transport (GNT) for a period of thirty-six (36) months. The aim is to ensure a reliable supply of high-quality diesel that meets specified technical standards, supporting GNT's transportation operations within Limpopo Province.

Scope

The scope of the tender includes:

• Supply and delivery of diesel to designated depot zones within Limpopo Province, including areas such as Seshego, Makhado, Mokopane, Giyani, Tzaneen, Phalaborwa, Motetema, Hoedspruit, Bapedi, and Marble Hall.
• Provision of diesel for a contractual period of 36 months, with deliveries to be made as per the specified zones and quantities.
• Compliance with technical and quality specifications outlined in the tender document.
• Adherence to administrative, legal, and safety requirements, including registration on relevant databases and compliance with legislation.

Technical Requirements

The diesel supplied must meet the following specifications:

• Compliance with all relevant regulations and legislation.
• Water contamination test tools must be provided with each delivery.
• Water content: maximum 0.05% volume fraction.
• Sulphur content: maximum 0.05% (50 ppm).
• Cetane rating: minimum 45.
• Flash point (PMCC): greater than 55°C.
• Distillation temperature for 90% volume recovery: maximum 362°C.
• Kinematic viscosity @40°C: between 2.2 and 5.3.

Additional requirements include providing test certificates, proof of license, and insurance cover, as well as ensuring the diesel's physical and chemical properties are verified upon delivery.

Skills and Capacity Requirements

• Provision of proof of a wholesale license for diesel.
• Demonstrated delivery capability with owned or leased plant and equipment, including fuel tankers of 20,000 and 40,000 liters capacity.
• Accreditation to convey dangerous goods on the road, supported by valid certificates.
• Financial capacity evidenced by support letters from banks indicating a credit facility of at least R16 million.
• Ability to supply diesel with a minimum of 30 days credit terms.
• Experience in diesel supply, supported by appointment letters, purchase orders, or reference letters from previous clients.
• Compliance with supplier performance management standards, including the ability to conclude a Service Level Agreement (SLA) and provide performance scorecards.
• Registration on the National Treasury Central Supplier Database (CSD) and compliance with tax and legal requirements.
