Objectives

The primary objective of this tender is to procure the supply and delivery of electrical heating elements at Kendal Power Station on an as-and-when-required basis over a period of 5 years. The tender aims to ensure reliable sourcing of quality electrical heating elements to support continuous power station operations, compliance with local content requirements, and alignment with Eskom’s transformation and procurement policies.

Scope

The scope includes:

• Supply and delivery of electrical heating elements to Kendal Power Station.
• Provision of related documentation, cataloguing, and labelling as per Eskom’s specifications.
• Adherence to local content and import content declarations where applicable.
• Compliance with contractual, safety, quality, environmental, and social development requirements.
• Subcontracting a minimum of 30% of the contract value to designated groups, where applicable.
• Provision of technical, financial, and contractual documentation as specified in the tender requirements.

Technical Requirements

The technical requirements include:

• Compliance with Eskom’s specifications for electrical heating elements.
• Submission of technical evaluation criteria and evidence of capability to deliver quality products.
• Provision of quality management system evidence (ISO 9001 or equivalent).
• Adherence to safety, health, and environmental standards, including ISO 14001:2015.
• Labelling, cataloguing, and proper handling of materials as per Eskom’s labelling specifications.
• Provision of detailed OHS risk assessments and management plans.
• Compliance with local content and import content declarations, supported by appropriate documentation.
• Submission of contractual and contractual compliance documentation prior to contract award.

Skills Requirements

The tenderer must demonstrate the following skills and capabilities:

• Technical expertise in manufacturing, supplying, and delivering electrical heating elements.
• Quality management and assurance skills aligned with ISO 9001 standards.
• Environmental management skills, including compliance with ISO 14001:2015.
• Health and safety management skills, including OHS risk assessment and mitigation.
• Experience in handling and cataloguing electrical components and materials.
• Capability to meet local content and import content declaration requirements.
• Ability to subcontract and manage designated groups, including B-BBEE compliance and transformation objectives.
• Financial capacity and stability to support long-term supply commitments.
• Skills in documentation, reporting, and compliance with Eskom’s contractual, safety, and environmental standards.
