Objectives

The primary objective of this tender is to supply and deliver endoscopic consumables to all hospitals and institutions under the control of the Department of Health, Western Cape Government, for a period of three years. The aim is to ensure the availability of high-quality, sterile, latex-free endoscopic products that meet specified standards, including compliance with ISO 13485, SAHPRA licensing, and sterilization standards, to support safe and effective medical procedures.

Scope

This tender encompasses the procurement, supply, and delivery of a comprehensive range of endoscopic consumables, including but not limited to:

• Endoscopic accessories such as staplers, clips, forceps, scissors, dissectors, and retrieval bags
• Specialized devices like laparoscopic ports, trocars, insufflation kits, and energy devices (bipolar, ultrasonic, microwave, RF)
• Disposable and reposable instruments, including surgical and diagnostic tools
• Accessories such as tubing, filters, sleeves, and connectors
• Energy devices for open and laparoscopic surgeries, including bipolar, ultrasonic, and combined modalities
• Equipment for specific procedures such as vacuum therapy systems, ablation devices, and specimen retrieval systems

The scope covers the entire procurement process, including sample submission, clinical evaluation, and delivery to multiple hospital sites across the Western Cape, with specified packaging, labeling, and documentation requirements.

Technical Requirements

The technical specifications for the products include:

• Compliance with ISO 13485 certification and SAHPRA licensing for medical devices
• Sterility standards such as ISO 17665-1, ISO 11135, ISO 11137, and relevant harmonized standards for sterilization methods
• Latex-free and DEHP-free products with appropriate declarations and certificates
• Compatibility with existing surgical and endoscopic equipment, including specific sizes and connection standards
• Single-use or reposable options with sterilization capabilities (autoclaving, etc.)
• Clear labeling with product codes, country of manufacture, and packaging details
• Delivery within specified timeframes (e.g., within 21 days for initial orders, 48-72 hours for subsequent orders)
• Samples for clinical evaluation, with detailed evaluation reports and labeling requirements
• Packaging in cartons or peel packs with minimum information including manufacturer details and batch numbers

Skills and Competency Requirements

Bidders must demonstrate:

• Proven experience in supplying medical and endoscopic devices, with references to previous contracts
• Certification and licensing compliance, including valid SAHPRA licenses and ISO 13485 certification
• Technical capability to provide product training, installation, and after-sales support
• Quality assurance processes, including sterilization validation and product testing
• Ability to provide clinical samples, detailed product literature, and technical manuals
• Efficient logistics and delivery capacity to meet specified timeframes and distribution to multiple sites
• Knowledge of relevant legislation, including the Promotion of Access to Information Act, and the Protection of Personal Information Act
• Understanding of procurement procedures, including compliance with the Western Cape Government’s supply chain management policies
