Objectives

The primary objective of this tender is to procure a qualified and experienced service provider to supply and deliver Personal Protective Equipment (PPE) for the Expanded Public Works Programme (EPWP). The PPE includes uniforms, safety boots, gloves, and eyewear that meet specified safety and quality standards, ensuring the safety of workers involved in municipal projects.

Scope

The scope of work encompasses the supply and delivery of the following PPE items as per the specified standards:

• Two-piece orange overall uniforms (fabric: 65/35 polycotton twill, with EPWP branding)
• Safety boots (equivalent to DOT Chelsea Safety Boot EN ISO 20345, steel toecap, slip-resistant, heat resistant)
• Safety gloves (equivalent to Dromex MIIZU 300 HI, polyurethane palm coating)
• Safety eyewear (polycarbonate lens, ergonomic design, scratch-resistant)

The delivery must be completed within the stipulated timeframe, and the items must conform to the technical specifications outlined in the tender documentation.

Technical Requirements

The technical specifications for each PPE item are as follows:

Two-Piece Overall Uniform (Orange)

• Fabric: 65/35 polycotton twill, 230g/m2
• Features: Zip fastening on chest pocket, embroidered with EPWP logo, back branding

Safety Boots

• Standards: Equivalent to DOT Chelsea Safety Boot EN ISO 20345
• Features: Steel toecap (impact protection 200 joules), slip-resistant, heat resistant to 90°C, dual density PU sole, oil resistant, split buffalo leather upper, shock absorbent heel

Safety Gloves

• Standards: Equivalent to Dromex MIIZU 300 HI, size 8
• Features: Polyurethane palm coating, water-based PU micro foam finish, suitable for automotive, component, packing, and general handling tasks

Safety Eyewear

• Standards: Equivalent to Dromex, polycarbonate lens, scratch resistant
• Features: Ergonomic design, micro ventilation, compatible with respiratory equipment, high lateral vision, lightweight cricket hat with metal eyelets for breathability

Skills and Skills Requirements

The successful bidder must demonstrate:

• Proven experience in supplying PPE and safety gear to municipal or similar public sector entities
• Capability to meet technical specifications and quality standards specified in the tender
• Ability to deliver within the stipulated timeframe and in accordance with the delivery schedule
• Compliance with all relevant safety, health, and environmental standards
• Provision of necessary documentation such as company registration, B-BBEE certificates, tax clearance, and municipal accounts
• Knowledge of procurement policies and adherence to the procurement regulations and policies of the municipality

Additionally, bidders should have skilled personnel capable of fulfilling contractual obligations, quality assurance, and logistical coordination to ensure timely and compliant delivery of PPE items.
