Objectives

The primary objectives of this tender are to support sustainable marine resource use, enhance the capacity of coastal communities and local fishing cooperatives, and contribute to local economic development through the provision of equipment and materials for commercial and small-scale fisheries. The initiative aims to reduce unemployment and poverty, promote inclusive growth, and develop the local fisheries sector from small-scale to commercial levels.

Scope

The scope of work includes:

• Supply and delivery of fishing equipment and materials to beneficiaries within the municipality.
• Provision of capacity building and skills transfer to local stakeholders.
• Delivery and handover of equipment to designated beneficiaries and projects.
• Reporting on project progress through weekly reports.
• Completion of the project within a one-month timeframe from appointment.
• Implementation of an empowerment plan to prepare primary stakeholders for participation.

The scope emphasizes fisheries-related activities aimed at supporting local livelihoods, food security, and employment creation in the coastal communities.

Technical Requirements

• Provision of at least one completion certificate and appointment letter demonstrating relevant experience.
• Pricing inclusive of VAT, covering all costs necessary for full project execution.
• Effective communication with the municipality regarding deviations, unavailability of items, or issues during implementation.
• Delivery of equipment and materials to specified locations, with proper handover procedures.
• Adherence to technical specifications and project timelines.
• Provision of proof of professional indemnity/insurance/sureties as required.

Skills Requirements

• Experience in supply and delivery of goods and services, supported by relevant certificates and reference letters signed by project managers or departmental heads.
• Ability to develop and implement empowerment and capacity-building plans.
• Strong communication skills for effective reporting and stakeholder engagement.
• Technical expertise in fisheries equipment and materials supply.
• Compliance with tax and legal requirements, including VAT registration and tax clearance.
• Understanding of local economic development strategies and fisheries sector needs.
