Objectives

The primary objective of this tender is to procure the supply and delivery of fabric and towelling products to the South African government, specifically to the Department of Correctional Services, for a period ending on 31 May 2028. The contract aims to support the department's operational needs with specified quality standards, local content requirements, and compliance with relevant standards and specifications.

Scope

The scope encompasses the provision of various fabric and towelling products, including fleece, cotton interlock, rainwear fabrics, jacquard polyester, fusible interlining, elastic bands, webbing, and decorative elastic bands. The products must meet detailed technical specifications, quality standards, and local content thresholds as outlined in Annexure A and other technical documentation. The contract covers multiple categories with estimated quantities over the contract period, with provisions for minimum order quantities, delivery lead times, and quality assurance procedures.

The scope also includes pre-production sampling, batch testing, packaging, disposal of goods bearing state ownership marks, and compliance with specific standards such as SABS, SANAS, and SATS 1286:2011. The contract involves multiple participating departments and may include post-award monitoring, reporting, and potential amendments related to brand changes or product compliance.

Technical Requirements

• Products must conform to the detailed technical specifications provided in Annexure A, including fabric mass, thread count, water resistance, tearing and breaking strength, shade assessment, and other performance criteria.
• All items must meet South African National Standards (SANS), SABS, ISO, and private specifications as applicable.
• Samples for visual screening and testing must be submitted and approved prior to mass production, with samples supporting compliance with technical specifications.
• Test reports from SANAS-accredited laboratories must support product compliance, with reports not older than 12 months (or 24 months for supplementary bids).
• Products must incorporate local manufacturing and content thresholds as specified, with declarations supported by Annex C, D, and E, and verified through SATS 1286:2011 calculations.
• Pricing must be all-inclusive, with prices submitted in Excel format, and must adhere to the evaluation criteria, including preference points for local content and production.
• Delivery lead times shall not exceed eight weeks, and the contractor must maintain sufficient stock to ensure continuous supply.
• Contractors are required to submit pre-production samples, batch testing, and comply with quality assurance and packaging standards.
• Contract price adjustments will be based on indices such as CPI, PPI, and exchange rates, with periodic reviews as specified.
• All contractual and legal obligations, including confidentiality, security clearance, and compliance with tax and procurement regulations, are mandatory.
