Objectives

The primary objective of this tender is to supply and deliver fabricated steel fittings and flanges with coating for a period of three years, as and when required, to ensure protection against corrosion, mechanical impact, and chemical attack, thereby preserving water quality and ensuring reliable water infrastructure maintenance and upgrades within the eThekwini Municipality.

Scope

The scope of work includes:

• Provision of coated steel pipe specials ranging from 50mm to 3000mm in diameter and various lengths, including fittings such as bends, tees, flanged adaptors, and pressure test spools.
• Delivery of steel specials to specified municipal depots within a stipulated timeframe (minimum 5 days after order).
• Coating of steel specials with approved epoxy materials, including pre-treatment, grit blasting, priming, and coating application, adhering to specified standards.
• Application of impact-resistant, chip-proof coatings, and touch-up repairs as needed.
• Provision of related services such as wrapping, reinstating, and wrapping cement epoxy pipes, including handling, transportation, and storage requirements.
• Adherence to technical specifications for coating quality, pre-treatment, and inspection procedures.

Technical Requirements

The technical requirements include:

• Fabrication of steel specials in accordance with project specifications, including sizes from 50mm to 3000mm diameter.
• Application of epoxy coating using fluid bed (dip) method, with specified thickness, adhesion, porosity, and holiday testing.
• Pre-treatment procedures such as visual inspection, degreasing, grit blasting, out-gassing, priming, and coating application, following detailed standards.
• Use of approved coating powders suitable for contact with potable water.
• Provision of coating touch-up using approved epoxy coatings.
• Compliance with quality assurance standards, including weld testing, equipment calibration, and inspection protocols.
• Delivery of coated specials with proper packaging, marking, and documentation.
• Adherence to specified delivery timelines and handling procedures to prevent coating damage.

Skills Requirements

The skills and qualifications required of bidders include:

• Minimum of two years’ experience in steel coating, approved by the Municipality Water Department.
• Qualified personnel with expertise in coating application, including handling of epoxy powders, grit blasting, priming, and inspection techniques.
• Capability to operate heating and coating plants/ovens capable of heating steel pipe up to 6000mm in length and 1000mm in diameter.
• Proficiency in visual inspection, holiday testing, thickness measurement, and adhesion testing of coatings.
• Availability of sufficient stock of coating powders and materials for at least six months of operation.
• Proper transport, handling, and storage equipment to prevent damage to coated items.
• Qualified staff for reinstating and wrapping cement epoxy pipes and applying protective wraps such as Denso Mastic.
• Compliance with health and safety standards, including H&S equipment and local presence within the eThekwini Municipality area.
