Objectives

The primary objective of this tender is to procure a supplier or manufacturer to provide and deliver fire department station uniforms, dress and ceremonial uniforms, office wear, and corporate wear for Mossel Bay Municipality. The contract aims to ensure the supply of standardized, high-quality uniforms that meet safety, durability, and appearance standards for a period of three years, supporting the operational and ceremonial needs of the fire services.

Scope

The scope encompasses the supply and delivery of a comprehensive range of uniforms and accessories, including:

• Formal dress uniforms (male and female)
• Ceremonial dress uniforms (high collar jackets, trousers, skirts, epaulettes)
• Honour guard uniforms and accessories (helmets, gloves, web belts)
• Corporate uniforms (shirts, blouses, skirts, trousers, jackets, caps, ties, badges)
• Operational uniforms (station wear, specialist operational wear, jump suits)
• Physical training gear (shorts, sweaters, hats)
• Emergency communications operators' uniforms
• Uniform accessories (badges, rank insignia, belts, ties, socks)
• Office wear (jackets, shirts, trousers, skirts, blouses, corporate accessories)

The delivery period spans from 1 July 2026 to 30 June 2029, with estimated quantities per annum provided for evaluation purposes.

Technical Requirements

The uniforms must adhere to the following technical standards:

• Compliance with NFPA 1975 Standard on Station/Work Uniforms for Fire and Emergency Services, ensuring flame resistance, thermal stability, and durability.
• Fabric must be flame-resistant, with flame resistance tests showing an average char length of not more than 150mm, and an after flame of not more than 2.0 seconds.
• Uniforms should be made from durable, wrinkle-resistant, stain-resistant, and water-repellent fabrics, with color fastness and resistance to fading.
• Uniforms must conform to the Fire & Rescue Service Uniform Policy and its annexures, with no deviation in color, design, or appearance.
• Uniform components must include appropriate insignia, badges, and shoulder patches as per the department's design and specifications.
• All uniforms and accessories must be manufactured by or sourced from official distributors or manufacturers, with proof of authenticity submitted.
• Uniforms must be supplied in specified sizes, with options for both male and female fits, and include all necessary accessories such as badges, rank insignia, and belts.

Skills Requirements

The successful bidder must demonstrate:

• Proven experience in manufacturing or supplying fire service uniforms and related apparel, with references to previous contracts.
• Capability to produce uniforms that meet NFPA 1975 standards and other relevant safety and durability standards.
• Ability to supply uniforms in the specified sizes and styles, with quality control measures to ensure consistency.
• Compliance with all legal and regulatory requirements, including tax compliance, CIDB registration (if applicable), and B-BBEE certification.
• Capacity to deliver the estimated quantities within the stipulated timeframes and to handle bulk orders efficiently.
• Knowledge of the Fire Brigade Services Act and related regulations to ensure uniforms are compliant and appropriate for official use.
• Experience in providing uniform accessories, badges, insignia, and other related items with high-quality craftsmanship.
