Objectives

The primary objective of this tender is to procure a partner(s) capable of supplying and delivering four (4) Liebherr Rubber Tyred Gantry (RTG) crane engines to Transnet Port Terminals at Ngqura Container Terminal as a one-time purchase. The aim is to replace engines that have reached the end of their operational lifespan to prevent failures that could disrupt business operations and revenue.

Additionally, the tender seeks to establish a collaborative partnership that enhances current processes, promotes teamwork, innovation, and open communication, and benefits from economies of scale, streamlined service delivery, and technological advancements.

Scope

The scope encompasses the supply, delivery, and associated documentation of four Liebherr RTG crane engines, including:

• Provision of engines meeting specified technical specifications and standards.
• Submission of detailed datasheets, factory test certificates, drawings, maintenance manuals, and spares lists.
• Ensuring engines fit existing RTG engine rooms without modifications to the Engine Management System (EMS).
• Delivery to Ngqura Container Terminal stores within 16 weeks of receipt of the purchase order or Letter of Award.
• Providing a minimum 12-month manufacturer warranty on each engine.
• Compliance with environmental commitments, safety standards, and quality assurance processes.

The scope also includes the development and submission of quality management plans, inspection and testing procedures, and adherence to safety, health, and environmental regulations.

Technical Requirements

The technical requirements specify that the engines must:

• Be based on the Volvo Penta TAD 1352GE model or an upgraded OEM-approved version with similar or better specifications.
• Have the following key features:
  • 6 cylinders in-line, 4-stroke method of operation.
  • Bore: 131 mm; Stroke: 158 mm.
  • Displacement: 12.78 liters.
  • Compression ratio: 18.1:1.
  • Power output: 356-395 kW at 1800 rpm.
  • Dry weight: approximately 1295 kg.
  • Overall dimensions: H: 1391 mm; W: 1106 mm; L: 2204 mm.
• Include OEM data sheets, factory test certificates, and manuals.
• Be capable of fitting into existing RTG engine rooms without EMS modifications.
• Be supplied with a minimum 12-month warranty.
• Meet environmental standards concerning waste disposal, recycling, and energy conservation.
• Be delivered within 16 weeks of purchase order receipt.
• Be accompanied by comprehensive quality assurance documentation, including quality control plans, inspection checklists, and test reports.
• Comply with safety, health, and environmental legislation, including Railway Safety Regulations and Occupational Health & Safety Act requirements.
