Objectives

The primary objective of this tender is to procure the supply and delivery of groceries to various Central Grid sites for a period of 24 months. The focus is on ensuring consistent provision of essential grocery items without brand restrictions, with shelf life considerations, and adherence to specified quality and safety standards.

Scope

The scope encompasses:

• Supply and delivery of specified grocery items (e.g., dishwashing liquid, cotton dish cloths, bleach, insecticide, plastic cutlery) to multiple Central Grid substations and offices.
• Provision of these items on an as-and-when-required basis over 24 months.
• Adherence to specified shelf life (6-8 months), quality standards, and packaging requirements.
• Compliance with contractual, safety, health, and environmental regulations.
• Inclusion of optional services such as cataloguing, packaging, and transportation as per contractual needs.

Technical Requirements

The technical requirements include:

• Submission of a comprehensive price list in PDF and Excel formats, with a total submission size not exceeding 900MB.
• Completion and submission of all required tender returnables, including supplier particulars, local content declarations, and contractual documentation.
• Provision of valid B-BBEE certificates or sworn affidavits based on annual turnover and ownership status, with plans for B-BBEE improvement or migration over the contract period.
• Demonstration of compliance with local procurement content targets, including procurement spend on black-owned entities and designated groups.
• Submission of detailed quality management documentation, including ISO 9001 certification or equivalent, quality manuals, policies, objectives, and control procedures.
• Development and submission of Contract Quality Plans (CQP) and Inspection & Test Plans (ITP) for all scope of work, including sub-suppliers.
• Provision of proof of fleet ownership or rental agreements, driver licenses, and past performance references.
• Implementation of a preservation and logistics plan for materials, including handling, storage, and transportation, ensuring quality and safety during transit and storage.
• Adherence to health and safety, environmental, and legal compliance requirements, including asbestos, hazardous materials, and occupational health standards.
• Participation in supplier audits, surveillance, and performance monitoring, with records maintained for verification.
• Provision of detailed documentation for all processes, including risk assessments, incident management, and corrective actions.
