Objectives

The primary objective of this tender is to procure the supply and delivery of LED streetlights, hybrid streetlights, floodlights, and related technical components for Bergrivier Municipality. The goal is to ensure efficient, reliable, and sustainable lighting infrastructure that meets specified technical standards and operational requirements from the date of appointment until 30 June 2027.

Scope

The scope encompasses:

• Provision of LED streetlights, hybrid streetlights, and floodlights as per detailed technical specifications.
• Delivery of luminaires and associated components to Bergrivier Municipality’s Piketberg facilities.
• Technical compliance with specified standards, including IEC, SANS, and ISO standards.
• Provision of related accessories such as spigot entries, surge protection devices, and control gear.
• Installation, testing, and certification of supplied luminaires.
• Provision of spare parts, warranties, and maintenance support for the duration of the contract.
• Provision of references demonstrating relevant experience in similar projects within the last five years.

General Specifications

• Offers must bear the SANS mark and include maintenance facilities and spare parts in the Western Cape.
• Complete technical details, test certificates, and compliance documentation must be submitted.
• Luminaires shall be delivered fully assembled, individually packed, and marked appropriately.
• Standards compliance: IEC 60598 series, ISO 4762, SANS 475, SANS 529, SANS 121, SANS 1088, SANS 1091, SANS 60529, SANS 1507, SANS 1574, SANS ARP 035, SANS 61000-3-2, and relevant occupational health and safety regulations.

LED Streetlights & Floodlights

• Design life: >25 years with high durability and corrosion resistance.
• Housing: Marine grade high-pressure die-cast aluminium (EN 1706 AC-44300 or LM6).
• Protection: IP66 rating, tempered glass or impact-resistant acrylic lenses.
• LED specifications:
  • High efficiency (>115 lumens/watt for streetlights, >110 lumens/watt for post-top, >70 lumens/watt for floodlights).
  • CRI >70.
  • Colour temperature: 4000K (neutral white), with options for 3000K (warm white).
  • Life expectancy: 100,000 hours at 90% lumen maintenance.
• Surge protection: 10kV/10kA, easily replaceable.
• Thermal management: Heat sinks, temperature sensors, and thermal switches incorporated.
• Mounting: Suitable for heights of 7-12 meters, with specified mounting inclinations.
• Certification: IEC 60598, SANS 475, and other relevant standards.

Hybrid Streetlights

• Automatic switching between dusk and dawn, with backup mode operation for at least 6 hours.
• Housing: Marine grade high-pressure die-cast aluminium.
• Energy storage: Lithium-Ion or Super Capacitors with integrated BMS, operating temperature -20°C to +60°C.
• Control features: Overcharge, deep discharge, overload, short circuit, and over-temperature protections.
• Design life: Minimum 100,000 hours.
• Manufacturing: ISO9001 and 14001 certified facilities, with SABS approval.
• Lighting performance: Meets South African standards (SANS 10098), with specified spacing and illumination levels.

Additional Technical Requirements

• Compliance with all relevant standards and certifications.
• Delivery of test reports, metallurgical reports, and performance datasheets.
• Provision of warranties: 3 years minimum, extendable to 5 years for certain components.
• Supply of spare parts, installation manuals, and maintenance support.
• Experience: Demonstrated successful completion of similar projects within the last five years, supported by reference letters.
• Pricing: All prices must be VAT inclusive, with detailed schedules for each item.
