Objectives

The primary objective of this tender is to supply and deliver locally produced, cut, and bent mild steel and high-yield steel reinforcement materials for the construction of the Mthatha Dam MCC Building Project in the Eastern Cape Province. The project aims to ensure the procurement of quality steel reinforcement that complies with local content requirements, supporting local industry and infrastructure development.

Scope

The scope of the tender includes:

• Supply, cut, and bend of various steel reinforcement bars, including 32mm hot rolled deformed bars, 20mm hot rolled deformed bars, and 14-ton mesh deformed bars, all with a yield stress of 450 MPa.
• Provision of ungalvanized binding wire (20 pieces of 1.6mm wire).
• Transportation and delivery of materials to the specified site at Mthatha Dam.
• Compliance with technical specifications, local content thresholds, and quality standards as specified in the tender documents.
• Adherence to safety, environmental policies, and contractual obligations throughout the delivery process.

Technical Requirements

The technical requirements for the tender are as follows:

• Material Specifications:
  • Reinforcing bars: 32mm, 20mm, and mesh deformed bars with a yield stress of 450 MPa, conforming to SANS 920:1985.
  • Binding wire: Ungalvanized, 1.6mm diameter, 20 pieces (25kg).
• Local Content:
  • Minimum of 100% local production and content for steel products, as per Department of Trade and Industry (DTi) standards.
  • Use of SATS 1286:2011 for local content calculations.
• Quality and Compliance:
  • Materials must meet the specified standards and be suitable for construction use.
  • All reinforcement must be cut and bent according to the approved bending schedule, with adjustments made after site excavation and foundation levels are finalized.
• Delivery and Transportation:
  • Delivery to be completed within 14 days after receipt of official order.
  • Materials must be transported safely, with proper packing to prevent damage during transit.
  • Ownership and risk pass to the Department upon signed acceptance at the delivery site.
• Documentation and Certification:
  • Submission of B-BBEE verification certificates, tax compliance certificates, and local content declarations.
  • Completion of all relevant forms, including Annex C, D, and E, supporting local content and imported content claims.
• Evaluation Criteria:
  • Bid evaluation will consider price (80 points) and B-BBEE status level (20 points).
  • Compliance with technical specifications, local content thresholds, and legal requirements is mandatory.
