Objectives

The primary objective of this tender is to supply and deliver medical orthotic and prosthetic consumables to the Limpopo Department of Health over a period of thirty-six (36) months. The aim is to ensure timely availability of quality consumables for patient assessment, fabrication, repairs, and fitting of orthotic and prosthetic devices within departmental centres, thereby supporting rehabilitation and community integration of persons with disabilities.

Scope

The scope encompasses the procurement, supply, and delivery of a comprehensive range of orthotic and prosthetic consumables, including but not limited to:

• Prosthetic components such as sockets, laminating resins, carbon fibre, prosthetic feet, knees, pylons, liners, sleeves, cosmetic covers, and foot shells.
• Orthotic components including thermoplastic sheets, straps, metals, joints, pads, insoles, casting materials, and fabrication accessories.
• Fabrication materials like resins, adhesives, abrasives, finishing materials, casting socks, gloves, and related consumables.
• Additional items such as chemicals, lamination resins, adhesives, and various tools and accessories required for manufacturing and fitting.

The contract covers all items listed under each category, with the requirement that bidders quote for all commodities and items within each category.

Technical Requirements

All products supplied must meet the following technical standards:

• Compliance with Medical Device Regulations (valid SAHPRA certificate where applicable).
• Adherence to ISO 13485 standards and SABS quality requirements.
• Manufacturer certification and traceability, including country of origin and manufacturing date.
• Delivery within 15–21 calendar days for locally manufactured items and 45 calendar days for imported items upon receipt of official purchase orders.
• Part deliveries are not accepted unless prior arrangements are made.

Warranty & After-Sales Support

• Minimum 12-month warranty against manufacturing defects for all prosthetic and orthotic components.
• Support for defective items, including replacement within 7 days of notification.
• Provision of technical information sheets and fitting guidelines as required.

Skills and Other Requirements

• Bidder must demonstrate experience and track record in supplying orthotic and prosthetic consumables.
• Provision of proof of previous contracts, references, or project reports linked to relevant experience.
• Compliance with all mandatory documentation, including valid SAHPRA licenses, HPCSA registration for relevant personnel, ISO certifications, and proof of financial capacity (minimum R200,000).
• Ownership of at least two (2) roadworthy delivery vehicles registered in the company's name.
• Provision of detailed technical specifications, catalogues, and proof of local manufacturing or import documentation.
• Adherence to local content thresholds, especially for leather and footwear sectors (minimum 100% local content where applicable).
• Understanding of government procurement processes, contractual obligations, and compliance with the Department of Health’s conditions of contract.
