Objectives

The primary objective of this tender is to supply and deliver police uniforms and equipment for the eThekwini Metropolitan Police Service over a period of 36 months. The aim is to ensure the provision of high-quality, compliant police apparel and gear that meet specified standards and specifications, supporting the operational needs of the police service.

Scope

The scope encompasses the procurement, supply, and delivery of a comprehensive range of police uniforms, footwear, accessories, and equipment, including but not limited to:

• Uniform garments such as shirts, skirts, trousers, jackets, and field wear
• Headgear including caps and shoulder boards
• Footwear including leather boots and safety boots
• Protective gear such as gloves, reflective jackets, and safety vests
• Accessories like belts, ties, stockings, socks, shoulder boards, and badges
• Specialized items such as riding boots, breeches, and equipment belts

The contract duration is 36 months, with quantities and specifications detailed in the tender documentation and schedule of rates.

Technical Requirements

The technical specifications specify the quality, standards, and compliance criteria for each item, including:

• Materials: e.g., genuine leather, polyester/cotton blends, high-bulk acrylic, nylon, and reflective tapes conforming to SANS and SABS standards
• Construction: e.g., Goodyear welted shoes, reinforced seams, specific stitching, and finishing standards
• Design features: e.g., adjustable chinstraps, checkered bands, embroidered badges, specific pocket and collar designs, and reflective markings
• Standards: Items must comply with relevant SANS, SABS, and ISO standards, including safety, durability, and visibility requirements
• Branding: Embroidery and badges to be supplied and attached as specified, with rights to manufacture insignias

Skills and Qualification Requirements

The tenderer must demonstrate the following skills and qualifications:

• Proven experience in manufacturing, supplying, and delivering police or uniformed service apparel and equipment, supported by appointment letters, references, or certificates
• Capability to produce items that meet the detailed technical specifications and standards, including compliance with SANS and SABS standards
• Ability to provide samples upon request, ensuring quality and conformity to specifications
• Registration and good standing with relevant authorities such as the Compensation for Occupational Injuries and Diseases (COID) and SARS for tax compliance
• Capacity to supply the required quantities within specified timeframes and to maintain quality throughout the contract period
• Demonstrated capacity for quality control, workmanship, and adherence to safety standards
