Objectives

The primary objective of this tender is to procure the supply and delivery of mini substations and transformers for Bergrivier Municipality, covering various capacities and specifications, from the date of appointment until 30 June 2026. The aim is to ensure the municipality's electrical infrastructure is adequately maintained and upgraded with quality equipment that meets specified standards.

Scope

The scope includes:

• Supply and delivery of mini substations with specified capacities (e.g., 315 kVA, 500 kVA, 630 kVA) in accordance with relevant standards (SANS 780, 1029, etc.).
• Provision of associated equipment such as transformers, switchgear, cable terminations, and accessories.
• Installation, commissioning, and testing of the supplied equipment as per technical specifications.
• Provision of manuals, maintenance facilities, and trained technicians in the Western Cape region.
• Adherence to technical, safety, and quality standards outlined in the specifications.

Technical Requirements

The technical requirements encompass:

• Compliance with standards such as SANS 1029, 1030, 780, 555, 833, 763, 1091, B.S. 3938, 89, 638, IEC 60298, 60265, 60129, 60420, 60694, DIN 47636, and others.
• Construction of mini substations with three or four compartments (MV, Transformer, LV switchgear, Streetlighting).
• Use of corrosion-resistant materials, specifically 3CR12 steel, with appropriate galvanizing and epoxy coating.
• Design features to prevent vandalism and water ingress, including pyramid-shaped roofs and secure locking mechanisms.
• Electrical equipment such as ring main units, circuit breakers, bushings, and cable terminations rated for specified voltages and currents.
• Transformers must be oil-immersed, sealed, low-loss, tested, and certified, with features like tap switches, oil gauges, lifting lugs, and earthing terminals.
• Proper labeling, engraving, and marking of all equipment and cables for identification and safety.
• Provision of manuals, maintenance support, and trained technicians for ongoing support.

Skills Requirements

The tenderer must demonstrate:

• Proven experience in manufacturing, supplying, and installing mini substations and transformers, with references to similar completed projects.
• Technical expertise in electrical engineering, specifically in high-voltage switchgear, transformers, and associated equipment.
• Capability to provide installation, commissioning, and maintenance services, including trained personnel and support facilities in the Western Cape region.
• Compliance with safety, quality, and environmental standards, including the ability to produce certified test certificates and manuals.
• Registered status on the National Treasury’s Central Supplier Database (CSD) and valid tax clearance.
• Ability to meet the administrative and contractual requirements, including adherence to supply chain management policies and preference point systems.
