Objectives

The primary objective of this tender is to procure a service provider for the supply and delivery of miniature substations for Mossel Bay Municipality. The contract aims to ensure the provision of medium voltage pre-fabricated MV/LV substations (up to 1000 kVA for coastal applications) over a period of three years, from 1 July 2026 to 30 June 2029. The goal is to meet the municipality’s infrastructure needs reliably, with emphasis on quality, compliance, and timely delivery.

Scope

The scope includes:

• Supply and delivery of medium voltage miniature substations (Type B, up to 1000 kVA) suitable for coastal environments.
• Provision of substations compliant with Eskom specifications and relevant standards (e.g., SANS 1029, IEC 298).
• Delivery to various municipal sites as specified, with adherence to technical and safety standards.
• Inclusion of associated components such as transformers, enclosures, MV and LV equipment, protection devices, and metering systems.
• Compliance with technical specifications, safety, and quality standards, including testing and documentation requirements.
• Performance monitoring based on key performance indicators such as on-time delivery and compliance with specifications.

Technical Requirements

The technical specifications include:

• Miniature substations with rated voltages of 11kV, suitable for coastal applications, with power ratings up to 1000 kVA.
• Compliance with Eskom specifications for medium voltage substations and ring main units.
• Enclosures made of stainless steel or 3CR12, with corrosion protection, lockable doors, and appropriate sealing (IP54/IPX7).
• Transformer features: rated lightning impulse withstand voltage, top-oil temperature monitoring, overload protection, and suitable bushings.
• MV and LV compartments with specified switchgear, circuit breakers, and metering devices, including provisions for remote reading and street lighting controls.
• Labels, nameplates, and documentation including test certificates, drawings, and manuals.
• Delivery timelines: specific lead times for different sizes and risk categories, with provisions for alternative arrangements if delivery cannot be met.
• Testing and certification in accordance with IEC standards and local regulations.

Skills and Competency Requirements

The successful service provider must demonstrate:

• Manufacturing or authorized distribution of miniature substations, with proof of official manufacturer/distributor agreements.
• Technical expertise in the design, assembly, and testing of medium voltage substations, including compliance with Eskom and SANS standards.
• Experience in delivering similar projects within South Africa, with references and test certificates.
• Qualified personnel for installation, commissioning, and maintenance, including certified electricians and safety officers.
• Ability to prepare and submit comprehensive technical documentation, including method statements, risk assessments, and test reports.
• Knowledge of occupational health and safety regulations, with capacity to implement safety protocols and manage risks on site.
• Capacity to provide after-sales support, technical support, and training as required.
