Objectives

The primary objective of this tender is to supply and deliver new tyres for various vehicle categories operated by the eThekwini Municipality over a period of 36 months. The contract aims to ensure the municipality's fleet is equipped with quality tyres that meet specified standards, including warranties and tracking capabilities, to support operational efficiency and safety.

Scope

The scope encompasses the provision of tyres and related accessories for approximately 8,500 vehicles, including passenger cars, trucks, buses, and plant equipment. The supply includes:

• Tyres conforming to international standards (SANS, ECE, DOT, SABS, etc.)
• Tyres of various sizes and tread patterns suitable for different vehicle types and terrains
• Guarantees against manufacturing defects with minimum warranty periods
• Tyre marking, tracking, and tracking device installation
• Supply of consumables such as tubes, flaps, valves, and patches
• Provision for future vehicle tyre requirements and stockholding options
• Tyre servicing, maintenance, and after-sales support

The contract also includes the management of stock levels, consignment stock at municipal depots, and compliance with occupational health and safety standards.

Technical Requirements

The tyres supplied must:

• Meet specified standards (VC8056, VC8059, ISO 9001, ISO 10191)
• Be new pneumatic tyres suitable for passenger, commercial, and industrial vehicles
• Have minimum casing life guarantees (two retreads for tyres from 16" upwards)
• Be marked with unique identification and embedded with tracking chips
• Be supplied with warranties of at least 12 months against manufacturing defects
• Be delivered within 24 hours of order receipt
• Be properly packaged, marked, and documented for transit and delivery
• Be insured against loss or damage during transit

The supply includes tyres for import and local manufacture, with specific standards for quality management and laboratory testing. The tyres must be compatible with the vehicle load and speed ratings, and suitable for various terrains including on-road and off-road conditions.

Skills and Skills Development Requirements

• The successful bidder must recruit and train individuals from designated groups as tyre technicians for the duration of the contract.
• Training programs for municipal employees involved in tyre maintenance must be provided upon request.
• Service providers must guarantee a turnaround time of 24 hours for tyre delivery from order receipt.
• Work allocation will consider price, quality, and operational requirements, with a preference for local manufacturers where possible.
• Partnerships with Black Business Enterprises (BBE) are required, including signing agreements covering aspects such as subcontracting and skills development.
• Stockholding and consignment stock management at municipal depots are mandatory, with responsibilities including stock monitoring, labeling, and reporting.
