Objectives of the Tender

The primary objective of this tender is to procure the supply and delivery of personal protective clothing for municipal workers within the Richtersveld Municipality. The contract aims to ensure that municipal workers are equipped with compliant, high-quality protective gear to promote safety and health during their duties over a period of one year.

Scope of the Tender

The scope includes the provision of various personal protective clothing and accessories, such as jackets, pants, safety boots, gloves, helmets, safety glasses, raincoats, reflector bibs, and other safety equipment. The items must meet specified standards, including SABS approval, and be delivered to the designated municipal location in Port Nolloth within the contract period of one year. The tender covers all related procurement processes, including sample submission, compliance verification, and delivery arrangements.

Technical Requirements

• Product Standards: All protective clothing and equipment must be SABS approved, with proof of approval provided (e.g., tags, material data sheets).
• Sample Submission: Bidders must submit samples of jackets, pants, and safety boots with their tender documents for approval prior to award.
• Specifications: Items must include reflectors, municipal logos, and meet safety standards for workwear, including steel tips for boots, safety glasses, and gloves suitable for electrical and welding work.
• Pricing: Prices must be inclusive of VAT, delivery charges, and must be fixed for the duration of 12 months.
• Quantity and Delivery: Quantities are estimated and subject to adjustment; delivery must be made to the specified location within the contract period.
• Documentation: Submission of compulsory documents such as company registration, tax clearance, municipal accounts, and declarations of interest and supply chain practices is mandatory.
• Evaluation Criteria: Bids will be evaluated based on price (80 points), specific goals (20 points), including regional enterprise promotion and socio-economic development, with a maximum total of 100 points.
• Additional Technical Requirements: Bidders must provide proof of compliance with municipal and national regulations, including adherence to procurement policies and anti-collusion declarations.
