Objectives

The primary objective of this tender is to procure the supply and delivery of Personal Protective Equipment (PPE), uniforms, clothing, and footwear for all Vaal Central Water Regions over a period of three years. The aim is to ensure the provision of quality protective gear that meets safety standards, supports broad-based black economic empowerment, and minimizes wasteful expenditure through reliable and consistent supply.

Scope

The scope encompasses the procurement, supply, and delivery of a wide range of PPE, uniforms, clothing, and footwear to various regional offices within Vaal Central Water. It includes:

• Personal Protective Equipment such as full-face respirators, gloves, safety boots, helmets, and eye protection.
• Uniforms including security uniforms, general protective clothing for men and women, and specialized workwear.
• Clothing accessories such as jackets, trousers, shirts, blouses, rain suits, and reflective safety gear.
• Footwear including safety boots, shoes, and specialized footwear compliant with safety standards.
• Additional items like signage, safety harnesses, life jackets, and other safety accessories.

The scope also involves compliance with relevant standards (e.g., SABS, EN standards), quality assurance, and timely delivery to designated regional offices within the specified contractual period.

Technical Requirements

The technical requirements specify that all supplied items must:

• Meet the relevant safety and quality standards (e.g., SABS, EN, ISO).
• Be SANS approved and compliant with industry safety specifications.
• Be durable, weather-resistant, flame retardant where applicable, and suitable for hazardous environments.
• Include features such as reflective strips, adjustable fittings, reinforced stress points, and appropriate sizing.
• Be supplied with proper labeling, including size, safety ratings, and branding (e.g., VCW emblem).
• Be delivered in accordance with the specified timelines, with samples submitted for quality approval prior to bulk delivery.
• Include options for customization such as embroidery of logos and printing of identification details.

Skills and Capabilities Requirements

The tender emphasizes the need for service providers to demonstrate:

• Previous experience and proven expertise in supplying PPE and workwear to similar organizations or sectors.
• Qualified human resources capable of managing procurement, quality control, and logistics.
