Objectives

The primary objective of this tender is to supply and deliver process chemicals, including coagulants, polymers, disinfectants, pH control chemicals, and related treatment chemicals, to wastewater treatment plants operated by Saldanha Bay Municipality. The contract aims to ensure a reliable supply of these chemicals over a period ending on 30 June 2029, supporting the municipality's wastewater treatment processes.

Scope

The scope encompasses the provision of various process chemicals required for wastewater treatment, including but not limited to:

• Coagulants
• Polymers (e.g., sludge thickening polymers, HTH granules)
• Disinfectants (e.g., calcium hypochlorite chips)
• pH control chemicals
• Related treatment chemicals

The delivery must be made to the Water and Sanitation Depot in Vredenburg, Western Cape, with the municipality reserving the right to order any quantity due to limited storage space. The contract covers the supply for wastewater treatment plants within the municipality's jurisdiction over the specified period.

Technical Requirements

The chemicals supplied must meet the following technical specifications:

• Sludge Thickening Polymer: Residual acrylamide 0.000 - 0.0999%, particle size, solubility, viscosity, pH range (5.5 – 9.5), shelf life of 2 years, packaged in 25 kg bags.
• HTH Granules: Appearance as granules, white color, chlorine-like odor, pH 10.5 – 11.5, concentration 1%, melting point 117°C, density 0.94 – 0.96 g/ml, water solubility ca. 180 g/l, packaged in 25 kg drums.
• Calcium Hypochlorite Chips: Composition 56.08%, moisture content 9%, packaged in 25 kg drums, with specified dimensions and hardness.

All chemicals must be securely packaged, labeled according to legislation, and supplied with manufacturer’s brochures verifying compliance with the specified specifications. Delivery must include all necessary documentation, and the chemicals must be suitable for safe transportation, storage, and handling.

Skills and Skills Requirements

The tenderer must demonstrate:

• Relevant experience in supplying process chemicals for wastewater treatment, with proof of at least three previous contracts within the last five years, including contactable reference letters.
• Compliance with technical specifications and standards, verified through detailed product brochures and specifications.
• Ability to deliver chemicals securely packaged and labeled, meeting all legislative requirements.
• Capacity to supply chemicals in the required quantities within the specified timeframe.
• Registration on the Central Supplier Database (CSD) and valid tax compliance status.
• Provision of proof of B-BBEE status or sworn affidavit, municipal accounts, and proof of locality for preference scoring.
• Qualified personnel with technical expertise in chemical supply and handling, ensuring adherence to safety and quality standards.

The successful bidder must also be able to provide ongoing technical support, documentation, and compliance with all legal and safety regulations related to chemical handling and transportation.
