Objectives

The primary objective of this tender is to procure a supplier capable of providing and delivering protective clothing (PPE) and related security uniforms for officials of Gert Sibande District Municipality over a period of 12 months. The aim is to ensure that all officials are equipped with compliant, durable, and standardized PPE and uniforms that meet safety standards and branding requirements, supporting occupational health and safety compliance and professional appearance.

Scope

The scope encompasses the supply, delivery, and branding of various PPE items and uniforms, including but not limited to:

• Protective clothing such as jackets, overalls, lab coats, safety boots, gloves, hats, and reflective vests.
• Security uniforms including tactical jackets, trousers, shirts (short and long sleeve), ties, pullovers, jerseys, and formal shirts.
• Specialized items for different departments such as laboratory coats, industrial overalls, and Siyathuthuka programme overalls.
• Accessories like hard hats, sun protection gear, earplugs, and branded items with the GSDM logo.
• Delivery to designated GSDM locations within the district, with adherence to specific standards and branding specifications.

The contract covers a 12-month period, with provisions for periodic supply, branding, and compliance with safety and appearance standards.

Technical Requirements

The technical requirements specify that all PPE and uniforms must:

• Comply with Occupational Health and Safety Act (OHSA) standards and South African Bureau of Standards (SABS) specifications.
• Be brand new, of high quality, durable, and suitable for demanding security and occupational environments.
• Meet specific standards for safety features such as flame retardancy, acid resistance, waterproofing, and anti-microbial properties where applicable.
• Be correctly branded with the GSDM logo and relevant role indicators, embroidered or printed as specified.
• Resist shrinkage, fading, and deterioration through normal laundering and use.
• Be supplied in specified sizes, with fitting and branding verified prior to bulk delivery.
• Adhere to color restrictions, avoiding blue shades or camouflage patterns, and ensuring non-ressemblance to law enforcement uniforms.

Skills and Capacity Requirements

Bidder must demonstrate:

• Experience in supplying PPE and uniforms to government or large organizations, with proven track record.
• Capacity to produce and deliver the required quantities within specified timeframes.
• Technical capability to meet safety, quality, and branding standards.
• Understanding of occupational health and safety standards and compliance requirements.
• Ability to provide branded, compliant PPE that withstands rigorous use and laundering.
• Registered on the Central Supplier Database (CSD) and compliant with tax and municipal requirements.
• Capacity to handle logistical arrangements for timely delivery across multiple locations within the district.
