Objectives

The primary objective of this tender is to supply and deliver protective clothing, including fire protective clothing, over a period of 36 months to Abaqulusi Municipality. The aim is to ensure that all relevant municipal departments and personnel are equipped with appropriate, compliant, and certified protective gear to enhance safety during their operations.

Scope

The scope encompasses the procurement, supply, and delivery of:

• Standard protective clothing for essential services employees, including overalls, safety boots, hats, T-shirts, jackets, and specific job-related PPE.
• Structural fire fighting protective clothing, including bunker suits (pants and tunic) that meet or exceed standards EN469:2020, SANS50469, or equivalent, with full certification for the complete ensemble.
• Specialized protective equipment for various departments such as Water & Sewer Services, Parks, Water & Sewer Plant Operators, and others, tailored to their specific safety requirements.
• Firefighting turnout gear, including jackets, trousers, and accessories compliant with relevant standards, with certification from accredited test houses.

The delivery period is 36 months, with the successful bidder responsible for timely and compliant supply as per the specifications and standards outlined.

Technical Requirements

The technical specifications include:

• Protective clothing must meet or exceed standards EN469:2020, SANS50469, or equivalent, with certificates of compliance for each component and the complete suit ensemble.
• Complete fire protective suits must be certified as fully compliant, with certificates issued by accredited bodies (e.g., SANAS, SABS) and current at the time of tender closing.
• Turnout gear must have specific design features such as reflective heat transfer trim, multiple pockets, padded shoulders and elbows, breathable moisture barriers, and no metal components.
• All garments should be lightweight, breathable, pathogen-resistant, waterproof, and double-stitched for durability.
• Job-specific PPE must be appropriate for roles such as cleaners, electricians, water & sewer staff, parks caretakers, and others, with specified protective features (e.g., flame retardant, chemical resistant, reflective elements).
• Supply of accessories such as helmets, gloves, boots, masks, and harnesses as per job-specific safety standards.

Skills Requirements

The successful bidder must demonstrate:

• Capability to supply certified protective clothing and equipment that meet national and international standards.
• Experience in manufacturing or supplying fire protective clothing and PPE for firefighting and rescue operations.
• Ability to provide certificates of compliance from accredited testing bodies for all products supplied.
• Capacity to deliver the required quantities over the 36-month period within specified timelines.
• Knowledge of relevant standards (EN469, SANS50469, ISO 17011, ISO/IEC 17065, ISO/IEC 17025) and compliance procedures.
• Provision of technical support, documentation, and training related to the use and maintenance of supplied PPE.
