Objectives

The primary objective of this tender is to supply and deliver PVC pipes and fittings to Sol Plaatje Municipality, addressing infrastructure needs such as sanitation services, informal settlement upgrades, and basic service provision. The project aims to close existing sanitation backlog gaps, improve basic sanitation infrastructure, and ensure the provision of quality PVC pipes and fittings in accordance with specified standards.

Scope

The scope includes the supply and delivery of a comprehensive range of PVC pipes and fittings for various applications, including above-ground waste pipes, soil and vent pipes, underground pipes, and accessories. The tender covers multiple sections with detailed specifications, quantities, and pricing schedules for different pipe sizes and types, conforming to relevant SABS standards. It also encompasses related incidental services such as inspection, testing, packaging, and warranty provisions.

Technical Requirements

• Supply of PVC sewer pipes and fittings in accordance with SABS specifications (SANS 967, 791, 1601).
• Range of pipes including above-ground, soil and vent, underground, and accessories, with specified dimensions and classes.
• Compliance with technical specifications, including material quality, structural integrity, and durability standards.
• Provision of detailed pricing schedules for each pipe type and accessory, including unit prices, total costs, and optional price adjustments.
• Adherence to minimum local content requirements as per SATS 1286:2011, with declarations and supporting documentation.
• Functionality criteria requiring references, proof of ownership, and experience in supply and delivery of PVC pipes, with a minimum score of 65 points to qualify.
• Delivery within specified timeframes, with prices inclusive of VAT and delivery costs, valid for a defined period.
• Compliance with safety, packaging, and inspection standards, including quality assurance and warranty obligations.

Skills and Competency Requirements

• Proven experience in the supply and delivery of PVC pipes and fittings, supported by reference letters and previous project documentation.
• Technical capability to meet specified standards and specifications, including adherence to SABS standards.
• Capacity to provide inspection, testing, and certification services as required.
• Ability to supply a comprehensive range of products with accurate pricing, including options for price adjustments and foreign exchange considerations.
• Demonstrated compliance with local content and BBBEE requirements, supported by valid certificates or sworn affidavits.
• Financial stability to support large-scale procurement, with appropriate financial statements and tax compliance documentation.
• Qualified personnel with technical expertise in PVC piping systems and infrastructure projects.
• Capacity to meet delivery deadlines and provide after-sales support, warranties, and incidental services.
