Objectives

The primary objective of this tender is to supply and deliver ration packs to the Cape Winelands District Municipality (CWDM) Fire Services for the period ending 30 June 2029. The ration packs are intended for use by emergency personnel during extended operational deployments, ensuring they have access to non-perishable and perishable pre-packaged foodstuffs in a durable, resealable container.

Scope

The scope includes:

• Supply and delivery of individually sealed 12-hour ration packs as specified in the tender documentation.
• Delivery to CWDM Fire Administration offices at the corner of Bird and Langenhoven street, Stellenbosch.
• Provision of packs in accordance with the detailed pack list and specifications, including labeling with applicable best before and/or use-by dates.
• Remediation of any issues related to the supplied packs at no cost to CWDM.
• Provision of references from current or previous clients to demonstrate capability.

Technical Requirements

The technical requirements specify that:

• The ration packs must meet minimum specifications outlined in the tender, including content, labeling, and packaging standards.
• The packs should be stored in durable, reusable, and resealable plastic bags suitable for field operations.
• Samples submitted for evaluation must comply with minimum specifications; non-compliance will lead to disqualification.
• Delivery must occur within two days of receiving the order, unless otherwise mutually agreed.
• All packaging must prevent damage or deterioration during transit and handling.
• All prices must be VAT inclusive, fixed for the duration of the contract, with provisions for price escalation as specified.

Skills and Capabilities Requirements

Proposed service providers must demonstrate:

• Relevant experience in supplying and delivering similar food products, supported by references and verifiable past performance.
• The ability to supply the specified quantity of ration packs reliably and within the stipulated timeframes.
• Capability to adhere to quality standards, labeling, and packaging requirements.
• Compliance with all legal, health, and safety regulations, including having valid COIDA certificates and municipal accounts in order.
• Financial stability to sustain the contract, evidenced by financial statements if applicable.
• Capacity to manage logistics and supply chain risks, including international supply chain disruptions, ensuring continuous delivery.
