Objectives

The primary objective of this tender is to supply and deliver reinforcement steel for the LSGWS Canal Realignment Project in the Eastern Cape, undertaken by DWS Construction South. The project aims to replace and refurbish the aging canal infrastructure, including replacing a plastic-lined canal with a concrete-lined canal on a new route, and reconstructing embankments affected by slip failures.

Scope

The scope encompasses the supply and delivery of reinforcement steel (rebars) to the designated site between Addo and Kirkwood in the Eastern Cape. It includes:

• Provision of reinforcement steel compliant with specified standards (SANS 920:2011, BS4449:2005, SANS 1024:2012).
• Delivery of materials to the DWS Construction South Kirkwood canal site.
• Adherence to specified quantities, which are estimates and subject to change.
• Provision of a delivery schedule within 5 working days of contract acceptance.
• Commencement of delivery within 10 working days of the first order.
• Compliance with safety, health, environmental, and technical specifications.

Technical Requirements

The technical specifications include:

• Reinforcing steel must conform to SANS 920:2011 standards, with high tensile properties for grades Y10, Y12, Y16, Y20, and Y25.
• All steel bars must be new, unused, and incorporate recent design and material improvements.
• Materials must be properly packed for transportation, ensuring no damage during transit.
• Delivery must be accompanied by appropriate documentation, signed upon receipt at the site.
• All materials must be delivered within the specified schedule, with penalties for late delivery.
• Suppliers must provide a detailed delivery schedule within 5 days of bid acceptance.
• Materials must meet local production and content requirements, with no imported products accepted.
• Suppliers must comply with safety, health, environmental, and quality standards.
• Technical compliance must be confirmed by initialling the specifications and signing the declaration form.

Skills and Qualification Requirements

Suppliers must demonstrate:

• Registration with the Central Supplier Database (CSD) and valid SARS tax clearance.
• Active registration with the Companies and Intellectual Property Commission (CIPC).
• Provision of a valid B-BBEE status level verification certificate or sworn affidavit.
• Capability to supply reinforcement steel that complies with specified standards and technical requirements.
• Experience in handling large-scale infrastructure projects involving reinforcement steel supply and delivery.
• Properly maintained, roadworthy delivery vehicles suitable for transporting steel materials.
• Adherence to safety, health, and environmental regulations on-site.
• Provision of technical datasheets/brochures confirming compliance with specifications.

In summary, bidders should possess the necessary registration, compliance certificates, technical expertise, and logistical capacity to deliver quality reinforcement steel within the stipulated schedule and standards.
